The men and women they choose will be selected to promote American or Russian interests. The less they please the people, the more loyal the must be to us. We like that.

As long as Taiwan is in hostile hands, China’s coast is divided north and south, and whoever has access to Taiwan can launch an attack on the coast from very short range. China has no navy of consequence unless they control Taiwan, and instead they have a deep vulnerability from the sea at that point. Not having command of Taiwan, it would perhaps be more accurate to say that China does not have a navy; she has two half navies.
