ECOS Report • 20+ states have active state-level performance-based programs (5 under development) • 18 states ranked performance-based programs among their top 10 priorities • Almost half the states interviewed actively promote PT • 10 states had signed MOAs with EPA

Integration Recommendations • Promote Greater Flexibility in Use of EPA Grant Funds By States to Support Performance-Based Programs. • Include recognition of State Performance-Based Programs in EPA Database Systems. • Encourage states to use performance‑based programs to solve a state or regional environmental challenge. • Give top consideration to states’ requests to direct some enforcement resources toward expanding their performance-based program.
