MonitoringDiscrimination of LGBT People in PolandProject 2008-2013 General objective: „to effectively monitor LGBT person’s situation andcounteract discriminatory treatment dueto one’s sexual orientation or gender identitwith long-term goals in mind.” Detailedobjective: „ enhance legal protection of LGBT personsfromhate speech and hatecrime”
MonitoringDiscrimination of LGBT People in PolandProject How to enhanceprotecion? Focus on changelegaslativechange: Amending the Penal Code on Hate Crimesand Speechinclude sexualorientation , gender expression , age, gender, getynderidentity, disability, as ground protected against hate crimes and speech.

Monitoring • The Polish press is monitoredfor material concerning LGBT issues. • Monitoring of hate speech conected to LGBT events.
Litigation A legal counseling clinicfor victims of discrimination and hatecrimes is run. Apart from legal advicegiven to the victims, the legal teamchooses one case a year to use as aprecedence case to litigate in collaboration with pro bono lawyers.
Legislative reform and lobbing • draft amendment to the Polish Criminal Code, broadening the scope ofprotection again hate crimes and hatespeech, • coalition of ngo’ssupportingtheamendment, • advisoryboard consulting theamendment, • legal opinions of experts, • intensive national and international lobbing, • Supported by the data gatheredduringthe monitoring.
Legislative reform and lobbing • Outcomes of activities: • Legislativeinitiative, bill discussedintheparliament ( faileddue to lack of political will but continuedinnewparliament term ). • Rulling party introduceditsownproject of amendment. • Public debate on hate speech and hatecrime . • Awarnessrisingamong general public.
