WGRPP Forecast process improvements • ERCOT concludes that the most logical design for the long-haul is XML format as being deployed for Nodal. • ERCOT plan is to provide the forecast on the TML Report Explorer • ERCOT should issue an XML Schema Definitions (XSD) document for this • A transition period where email is maintained along with XML is requested.
WGRPP Forecast accuracy • Accuracy data presented by John Dumas • ~34 sites reporting MET data out of 70 • MET data is not being used by AWS Truewind • Question on how AWWS Truewind performance will be measured • Regular reports requested • May need a PRR to require the MET data in the Zonal protocols. Per Wind Resource Data Received from QSE • Wind Speed • Wind Direction • Temperature • Barometric Pressure
Aggregate Wind Forecast Error – Hour Ending 1400 for October 2008 Mean Absolute MW Error: Mean Absolute Percent Error: For the purpose of calculating these statistics, any DBES deployments to the Wind-Only QSEs were added back to the total MW output. Also, if the average output turned out to be less than 100 MW, the hour was ignored for the calculations.

Non-spin deployments from off line units • How will multiple deployments during a 24 hour period be handled? • Minimum down time may affect a generator from meeting obligations. • Market Participant will propose PRR language
Ramp rate constraints of a QSE when ERCOT ends an OOME instruction • Draft SCR proposed by Austin Energy for review • This is a known issue in SPD • ERCOT follows a portfolio ramp rate versus unit ramp rate • System change would be the right way to address it • AE to compile data for future meeting
WGR only QSE Scheduling Metric • The schedule and resource plan needs to match at the end of the adjustment period • Protocol 4.10.6 Adjustment Period Zonal Schedule Measure • PRR is required to change the exclusions for WGR QSE’s • Discussion of metric to impact congestion management • Performance responding to instructions • Predictability of response • Request data from ERCOT to understand problem: OC1 limit control
