ELR in Kansas • A long time coming: • 2004: Attempt between EDSS (HAWK) & state laboratory unsuccessful • 2007: Implemented new EDSS (KS-EDSS) • ELR capability built into system proved unusable • 2011: Built ELR infrastructure using Rhapsody • Implemented TriSano in March 2012 • 2.5.1 ready • Will be used for CD, TB, STD, & Lead Healthy Kansans Living in Safe and Sustainable Environments
Gaps & Challenges • Switched EDSS while building ELR infrastructure • Limited staff knowledge • Developer inexperienced with Rhapsody, HL7, TriSano API • Program staff knowledge of LOINC, SNOMED limited • Meaningful Use • Messages must route to multiple systems/formats Healthy Kansans Living in Safe and Sustainable Environments

Accomplishments • Rhapsody and PHINMS integration • Successfully send 2.5.1 message through infrastructure & consume in TriSano • Up-convert 2.3.1 to 2.5.1 message & consume in TriSano • Address Trisano API constraints e.g.: Break down messages with multiple OBRs • Facilitate on-boarding of LabCorp • Testing messages • Begin Fax/ELR in production June 11th Healthy Kansans Living in Safe and Sustainable Environments
Summary • ELR capability is becoming a stable platform • ELR-TA: • Has been a critical resource in building ELR capability • Hands-on assistance addresses skill and resource gaps • Brings the tools and processes resulting in faster implementation • Ensures standards based implementations that promote interoperability • Provided critical knowledge and resources to advance ELR implementation and adoption
