  3. Enabling Environment for Research at Makerere University

University Strategy (2008/09 -2018/19) • Vision: ….the leading institution for academic excellence and innovations in Africa • Mission: To provide innovative teaching & learning, research and services responsive to national and global needs • The plan recognises research and innovations as one of the core functions with 2 strategies…

  5. a) Provide robust supportive environment for a research driven university by 2016 • Develop and operationalise the University research agenda • Strengthen research capacity for staff and students • Strengthen research management and coordination • Mainstream gender in all research activities • Mobilise more research funds

  6. b) Increase capacity for knowledge transformation and innovation and dissemination • Develop dissemination strategy • Promote commercialisation of innovations/exploit intellectual property • Enhance networks with teaching, research and cultural institutions

  7. Research and Innovations Policy • Purpose • To strengthen research capacity and output and increase the contribution of Makerere to the world of knowledge and innovation

  8. Strategic objectives • To create an enabling, harmonious, transparent and efficient environment for research and innovations • To strengthen research management and coordination • To improve research and publications culture • To improve funding for research and innovations

Obj 1: Enabling environment • Create centres of excellence that are adequately equipped and maintained • Support staff members access to internet and other ICT services • Support staff attendance at international meetings/conferences • Generate a research agenda • Facilitate national, regional and international collaboration • Provide research support services (databases, library resources, etc)

Obj 2: Strengthen Research Management and coordination • Continuous training in research management • Promote mentoring and apprenticeship culture • Provide guidelines for supervisors and supervisees • Provide a research governance structure (involving research and higher degrees committees at units, Board for research and publications (ethics, IPM, editorial board of Mak Univ Press)

Obj 3: Improve research and publications culture • Provide incentives/reward for research • Staff to spend 20% of their time on research • Provide and support platforms for dissemination of research outputs (local journals, seminars, conferences, Ph.D papers) • Re-establish and support Makerere University Press • Promote ethical conduct of research

Improve funding for research and innovations • University to commit at least 3% of IGF, researchers to contribute 15% overhead on all projects • Solicit research funds from national and international organisations • Engage the private sector • Provide information and databases on possible sources of funding

  26. MDGs (March,2006) • Eradicate extreme poverty and hunger • Halve the proportion of people living in extreme poverty and halve the proportion of people who suffer from hunger by 2015. 2. Achieve universal primary education • children will be able to complete a full course of primary schooling by 2015

Reduce child mortality. • Reduce by two-thirds the under-5 mortality rate by 2015. 5. Improve maternal health • Reduce by three-quarters the maternal mortality ratio by 2015
