Capacity Building &Human Resource Development
The emergence of Human Capital • In the emerging economy, Human Capital & Knowledge has become the key driver of economic competitiveness and success. • Rapid globalization of economic activity, with Incredible increase in the output of science & Technology, massive growth in the importance of networks and connectivity – all driven by knowledge and its use. • Human Resource development is a critical ingredient of economic success. • Well educated and skilled people are key for creating, sharing, disseminating and more importantly applying the knowledge effectively.
Global Oil :Human Resource Scenario • Society of Petroleum Engineers – • Current global E&P petrotechnical workforce strength is around 375,000 • With the significant amount of activities in both Exploration & production in the years to come, the overall shortage is expected by the year 2012 is about 30,000 professionals • Many other global studies have predicted shortage of skilled workforce in future • American Petroleum Institute : By 2009 38 % shortage of Geoscientists & Engineers and 28% shortage of instrumentation and electrical Personnel
Global Oil :Human Resource Scenario • National Petroleum Council of US : Personnel shortage of approx. 40% as a result of retirements. • AMEC, an energy services : Fierce competition for a skilled labor pool because of severe skill shortages especially in Africa, the Middle East and parts of the former Soviet Union. • A global survey quantifying the supply & demand of petrotechnical expertise indicates that countries like India, China, Indonesia and Venezuela, Mexico would be generating more talent.
Indian Oil Sector – Human Resource Scenario • India ranks fifthin the world in terms of consumption of petroleum and other liquid fuels andby 2010 is projected to emerge as the fourth-largest consumer of energy, after the United States, China and Japan. • The number of persons currently employed in petroleum industry are around 150,000 • E&P skills such as geologists, geophysicists, loggers, tool pushers, drillers, petro – physicists and production engineers are in great demand and retaining them is a challenge.
Rajiv Gandhi Institute of Petroleum Technology • To serve as a fountainhead for nurturing of world class human capital in Oil & Gas sector • To create learning aspirations among the youth towards the Oil & Gas Sector • To provide education, research and consultancy for the entire hydrocarbon value chain • Rajiv Gandhi Institute of Petroleum Technology, an apex level Educational Institute has been established under the aegis of the Ministry of Petroleum & Natural Gas to cater to the educational and training requirements in the domain of Oil& Gas Sector covering the entire hydrocarbon value chain.
Rajiv Gandhi Institute of Petroleum Technology • Rajiv Gandhi Institute of Petroleum Technology is being accorded a status of Institute of National Importance by an Act of Parliament. • The Institute has been promoted by Oil PSUs (ONGC, IOC, BPCL,HPCL,OIL,GAIL) and Oil Industry Development Board (OIDB) with financial outlay of US$ 170 million for the project period. • Institute offers academic programs, executive development programs, continual learning, research, consultancy, etc covering the entire Hydrocarbon value chain with proposed capacity of 2400 students in due course. • On fully operational will generate 1000 Petrocrats a year covering the entire Hydrocarbon value chain
Capability RGIPT has linkages with promoting Oil PSUs 11 training Institutes of E&P sector: Specialisation in the areas : • Drilling Technology • Drilling Fluid Engineering • Cementation Engineering • Well Control School • Production Engineering • Facility Engineering • Well Analysis • Geotechnical Engineering • Structural Engineering • Material & Corrosion Engineering • Technology hub for Logging services
Capability RGIPT also has linkages with promoting Oil PSUs 6 R&D institutes of E&P sector: Specialisation in the areas : • Oil & Gas Field Development Planning • Enhanced Oil Recovery (EOR) Studies • Improved Oil Recovery (IOR) Studies • Geo-microbial Hydrocarbon prospecting • Basin modeling • Hydrocarbon Resource Appraisal • Prospect generation • Geological & Geo-chemical Research • Seismic Data Processing & Interpretation • Seismic Software Development
Areas of Partnership • RGIPT would provide technical assistance in developing Human Capital of the Oil Sector in Africa. • RGIPT would ; • Offer customised training programs, • Provide Support in Setting up of Oil & Gas Training Institute/s • Up gradation of facilities of existing Training Institutions, faculty development, design and development of teaching / learning material • Developing & Providing IT enabled learning solutions • Jointly organize national and international symposia, conferences etc. • Joint Research & Development, Consultancy etc.
