REA Grant Background • NYS initially funded in FY 2005 for Oneida/Herkimer/Madison (OHM) LWIA • OHM grant continued each year • OHM grant provided funding for 7 to 8 staff annually and served approximately 3,000 participants per year • Under OHM model, all work search required UI claimants were REA participants (not based on profile score, no random selection)
REA Grant Background • OHM program designed prior to USDOL issued REA reporting requirements • OHM design compared OHM REA participant duration rates to other comparable local areas non-REA participant duration rates • OHM results exceeded original goal of reducing duration by 1 week on average (closer to 1.5 to 2 weeks average duration reduction) • NYS submitted grant application to expand OHM model statewide for several years but were unsuccessful
REA Grant Background • In FY2009, NYS was awarded an additional $3,892,177 to expand REA to other local areas across the State • Funding supports 66 REA staff in addition to OHM program • New REA program model based on OHM pilot but has significant differences • Effective 12/4/09 New REA program will be implemented – including in OHM
REA Grant Background Major Difference: USDOL required “Random” Assignment method in order to validate performance results
Statewide REA Program Overview • Targets Individuals profiled 1 to 45: • Assumed least likely to exhaust (assume also most ready to return to work) • Lessen impact of random sampling (of those not selected as REA participants, many were not being served currently: i.e.. 1 to 30 profiled) • Random Selection of REA participants vs. control group – takes place at time of weekly REOS scheduling process
Statewide REA Program Overview • From all individuals profiled 1 to 45: • Randomly select either 50% or 60% as REA participants and schedule for Appointment Purpose of REA Grant Only: Initial REA Interview • Should be scheduled for Initial REA as 1st Appointment • Initial REA Interview should incorporate the required Initial Assessment (IA) and meet the requirements of the general Assessment TA and the IA incentive/sanction measure
Statewide REA Program Overview • Scheduling Initial REA Interview Appointment Purpose automates: • New REOS Status Check Box • OSOS Activity Entry: REA Enrollment • Recording Attendance at the Initial REA Interview automates an OSOS Activity entry for Assessment Interview, Initial Assessment • Staff must manually record IA results comment in OSOS
Statewide REA Program Overview • Once randomly selected and scheduled for Initial REA Interview – individual is a REA Participant whether or not they attend and regardless of later assessment results (can not be changed) • REA Participant selection can not be changed at later time
Statewide REA Program Overview • REA Participants continue until exhaust Regular UI benefits and/or BYE ends • Individual should only be scheduled for one Initial REA Interview during a Benefit Year. If they have a break in claim and begin actively certifying again later, schedule them for a Follow-up REA. • REA performance measured after regular UI does not include EUC or EB benefits • NYS UI Certification at Exit Performance incentive/sanction does include EUC and EB benefits. LWIA will need to continue serving them or impact that measure – however, no longer required to participate in REA specific program activities after exhaustion of regular UI benefits.
Statewide REA Program Overview • Those profiled 1 to 45 not randomly selected as REA participant become the control group: • Send an letter only to inform them of One Stop Services available (do not schedule for in-person appointment) • Do not record OSOS activity • Do not need to record any OSOS comment
Statewide REA Program Overview • Those that FTR to a REA Initial Interview appointment should be rescheduled thru REOS for a REA Grant Only: Rescheduled Initial Interview Appointment. • Use of this appointment purpose is required for federal reporting purposes • Recording Attendance in REOS for this appointment purpose will automate an OSOS activity entry of Assessment Interview, Initial Assessment (staff must still add required IA comment manually in OSOS). • REA program participants are subject to same FTR policy as all UI claimants – 1st FTR is rescheduled, and 2nd/subsequent FTR puts hold on benefits
Statewide REA Program Overview • Initial Interview – Assume 1 hour average • After Initial REA Interview: • Regularly scheduled REA Grant Only: Follow-up REA Interview appointments scheduled • Minimally every 2 weeks for at least 2nd and 3rd REA Interview (if possible may want to schedule 2nd REA in 1 week following 1st). • Following 3rd REA Interview, frequency can be modified to once a month based on staff’s judgment by individual • Following 4th REA, REA interview format can be changed to group activity rather than one on one based on staff’s judgment by individual
Statewide REA Program Overview • Use REA Grant Only: Follow-up REA Interview appointment purpose for all REA Interviews after the Initial REA Interview • Use REA Grant Only: Rescheduled Follow-up REA Interview Appointment for those that FTR to a REA Grant Only: Follow-up REA Interview appointment
REA Required Elements Each REA Interview Includes the Following Federally Required Elements: • Review of Continued UI Eligibility and Referral of Potential UI issues to Adjudication • Provision of Labor Market Information • Work Search Plan Development and/or Review of work search efforts against plan • Referrals
REA Required Elements NYS REA Program Design expands on federal required elements to coordinate with other DEWs priorities/policies, including: • Incorporates NYS Initial Assessment policy as component of Initial REA Appointment • Includes SMART 2010 as requirement for all REA participants
REA Required Elements • Includes use of Job Zone “Journal” feature as method of maintaining and monitoring work search efforts • Broadens Work Search Plan and Work Search Review to go beyond just contacts to Employers: also includes plan and review of next step service recommendations • Includes recommendation that all REA participants be scheduled for Job Search Workshop (at or around time of 2nd REA)

UI Eligibility Questionnaire Scenario #1 Joe Jones was a fulltime forklift operator working 2nd shift at a local distribution center. He worked there 5 years before being permanently laid off due to a lack of work. At the time he was separated from employment he was making $12.50/hr. At his first meeting with you he indicates the following: • He is only willing to take a first shift position. • He is seeking work as a construction laborer. • He is willing to travel 5 miles due to the price of gasoline. • He is considering starting his own business. • He is thinking about taking a course at night.
UI Eligibility Questionnaire Scenario #2 Susie Smith was last employed as a cashier at a local grocery store earning $8.00/hr. She lost her job when the store closed. At your first meeting she indicates the following: • She is only seeking part time work. • The lowest wage she will accept is $8.50/hr. • She is available on Mondays, Tuesdays, Fridays and Sundays. • She cannot work on Saturdays as she helps out in her parents store for no pay.
