  3. REA Grant Background • USDOL REA Grant started in FY 2005 • NYS one of initial states funded in FY 2005 • From FY 2005 thru FY 2008 NYS REA Grant was limited to one local area: Oneida/Herkimer/Madison (OHM)

  4. REA Grant Background • FY 2009 REA Grant: • Awarded 74 REA local staff • 15 LWIAs in 22 One Stops • FY 2010 REA Grant: • Awarded 115 REA local staff • 23 LWIAs in 42 One Stops • Includes 52 new hourly hires

  6. FY 2010 REA Grant Design • Targets Individuals profiled 1 to 50: Least likely to exhaust/most ready to return to work • Random select 60% as REA participants from REOS download • REA participation thru duration of Regular UI claim (REA can not serve EUC/EB claimants)

FY 2010 REA Grant Design Federal REA Grant Limitations: • REA must be operated as part of One Stop • REA is intended to leverage One Stop Resources • Funded from UI Admin • Restricts how REA funds can be used • Can not fund E & T services – just referral to services • REA [Reemployment Eligibility Assessment (and its required elements)] are only activities fundable by REA

FY 2010 REA Grant Design • Initial REA – Assume 1 hour average • Within 2 weeks of REOS Create Date • Follow-up REA – Assume ½ hour • Minimally every 2 weeks for at least 2nd and 3rd REA Interview • Following 3rd REA Interview, may be modified to once a month based on individual progress/need • Following 4th REA, REA interview format can be changed to group activity rather than one on one based on individual progress/need

REA Required Elements Each REA Interview Includes the Following Federally Required Elements: • UI Eligibility Review • Referral of Potential UI issues to Adjudication • Labor Market Information • Work Search Plan Development and/or Review of work search efforts against plan • Referral to Services

REA Required Elements Additional NYS Required Elements • Initial Assessment policy (JSRS/CDS) as part of Initial REA Appointment • SMART 2010 as requirement for all REA participants • Expand Work Search Plan and Review - not just specific employer contact(s) • Includes plan/review of next step services • Recommend use of Job Zone “Journal” feature to record/track work search efforts

  19. 2010 REA Grant Implementation • Other REA Staff Capacity Building Needed as Local On the Job Training: • Familiarization with One Stop Operations • Knowledge of Services Available within the One Stop and How to Refer Customers to Services • SMART 2010 Registration • Recommend – staff attend orientations, workshops, shadow staff conducting Initial Assessments • Practice using OSOS, REOS
