The new Oregon Driver Card (ODC) Law would allow individuals who demonstrate the ability to safely operate a vehicle and pass the driver test the opportunity to drive legally on Oregon roads.
What can a Driver Card be used for? To aid law enforcement officials in identifying a missing person. To provide evidence of a grant of driving privileges. To identify a person as a veteran. To identify a person as an emancipated minor. To identify a person as an organ donor. To provide a driver license number.
What it can’t be used for? Can’t use it to obtain state or federal benefits Can’t board a commercial airplane. Can’t use it to buy a gun. Doesn’t convey any immigration status Can’t enter a federal building Can’t use it to register to vote.
What is required to get a Driver Card? • Pass knowledge, vision and driving tests • Provide documentation that proves identity and date of birth • Residency in Oregon for more than a year • Pay $64 • Applicants for Driver Card are photographed
Who might benefit from the new Oregon Driver Card Law: • Refugees • Undocumented Oregon residents and workers • Elderly • Emerging homeless • Veterans • Transgendered Oregonians • Victims of Domestic Violence
Background • In 2008, the Oregon Legislature passed Senate Bill 1080 to comply with the Federal Real ID Act of 2005. • SB Bill 1080 required that applicants for an OR Driver License must prove legal presence in US. • Required a SSN or proof of ineligibility for a SSN.
When 80,000 people lose their driving privilege there are impacts • On community welfare, economic activity and road safety. • Gov. John Kitzhaber convened a workgroup comprised of members from law enforcement, business, labor, legal, faith, and immigrant communities. • SB Bill 833 was crafted based on their findings and passed the legislature with bipartisan support and signed into law May 1, 2013

Facts • Actually, there is very little data out there. • WA and CA have not reported an uptick in drug trafficking or other crime associated with Driver Cards. • No evidence of increased immigration in neighbor states. • People don’t move somewhere just to be able to drive, they migrate for jobs and safety.
