Motivation • Government wants to monitor people in order to: • Prevent terrorist acts • Detect criminal behavior (Meth labs etc.) • Catch deadbeat parents • Wide scale monitoring would require widespread collection and sharing of data about individuals WPES 2003
Privacy Problems • Privacy problems • Problematic to bring data into central repositories • i.e. Total Information Awareness • Problem: All individuals are subjected to high level of scrutiny to protect it against small subset of population WPES 2003
