  2. This involves 3 components • Improve post-harvest management and technologies (storage, handling, transportation, processing) – Andrew Higgins • Improve communications (using SMS technology) – Rob Fitzgerald • Develop more integrated value chain relationships – John Spriggs

Component 3: Develop more Integrated value chain relationships • May be achieved by: • Vertical coordination – coordination between different levels of the value chain (e.g. between farmers, traders and silos) • Horizontal coordination – coordination between different participants at same level of value chain (e.g. farmer association, trader association, silo association)

  4. Scoping out component 3 • CARE – Preliminary interviews with farmers in Pailin area, visited Pailin grain silo and workshopped workplan with CARE personnel - decided to focus here on components 1 and 2, at least initially. • MJP – Met with Stefan to discuss potential marketing work and held focus group with semi-commercial farmers. Farmers more focussed on production issues than marketing issues - decided to focus on component 2 here, at least initially • NAMA – Northwest Agricultural Marketing Association – formed in 2008 – seemed to have good potential for components 2 and 3 (focus on horizontal coordination at least initially)

NAMA(Northwest Agricultural Marketing Association) • Idea for forming NAMA first proposed under previous ACIAR project (ASEM/2003/012) • Under current ACIAR project (ASEM/2006/130) we further discussed idea in May 2008 with potential members and found strong local interest. • Un Buntha assisted registration of NAMA with Ministry of Commerce in late 2008 with 19 foundation members • 3 silo managers (Pailin, Malay, Kamrieng) • 16 traders (12 Pailin City, 3 Kamrieng, 1 Malay) • Since its formation, membership has increased to 50

  6. NAMA WorkshopNovember 2008 • Facilitated by members of ACIAR project team (Spriggs, Fitzgerald, Gniel, Sothea) at MOC offices, Battambang on 25/11/08 • 10 member participants from NAMA • Workshop Questions • What are main issues for NAMA? • What can we as a research team do to help?

  7. What Are The Issues? Priority 1 • Information (market, weather etc) • Credit (working capital, loans to farmers) • Export Market Development • Operation of NAMA Priority 2 • Value added processing • Post-harvest technology Priority 3 • Building farmer relationships • Reduce transport costs

How Can We Help?Focus on Priority 1 Issues • Information: YES - Establish SMS server in Pailin silo with help of CARE (Ly Botheun and Greg Secomb) and develop EMCS • Credit:NO - NAMA already well advanced here and more a job for consultant than research team • Export Market Development:YES – study of the problems of exporting grain to third countries through Thailand • Operation of NAMA: YES – study of alternative approaches to operation. Possible overseas study trip for silo managers
