COMPONENT 1: CONSOLIDATION OF THE RELEVANT STAKEHOLDERS Activity 1.3. Study Visit to Spain 21-25 November 2016 • Acquaintance with the Spanish management system for WEEE and batteries and ways of establishing the similar system in Ukraine • Information on PROs activities in Spain: how it works, sensitization campaigns they conduct etc., the role of the state in waste regulation, permitting system, registers, reporting and controlling of PROs • Visit to municipal collection points, stationary and mobile collection points, information on their organization, maintenance etc. Institutions visited during the Study Visit: • RECYBÉRICA AMBIENTAL, S.L. - WEEEs treatment plant and batteries sorting; • RECYCLIA (Ecopilas, Ecofimática, Ecoasimelec and Tragamóvil) - Integrated Management Systems for WEEE; • RECYTECH IBERIA - WEEEs treatment plant; • GENERALITAT VALENCIANA - CONSELLERIA DE AGRICULTURA, MEDIO AMBIENTE, CAMBIO CLIMÁTICO Y CALIDAD AMBIENTAL; • CONSORCI RIBERA I VALLDIGNA (RECICLADOS RIBERA DEL XÚQUER) – Ecoparques.
Activities and results • Exploring the Austrian, French, Spanish and Italian WEEE management systems and best practices • Development of WEEE and WBA management functioning models, collection and treatment options • Presentation of the Functional Model for waste management on WEEE and Batteries on 20th of December 2016 for public consideration with the participation of Vice Prime Minister- Minister of Regional Development and Deputy Minister of Regional Development • Development of WEEE and WBA parts in integrated Waste Management Strategy of Ukraine according to the Ukrainian administrative framework • Participation in different meetings and public hearings on the Strategy • Working on draft legislation on waste batteries and accumulators and WEEE
ACTIVITIES AND RESULTS • Documents on WEEE organizations, WEEE treatment process, WEEE collection, role of the Clearing House, WEEELabex, Rep Tool presented and explained to the Beneficiary • Adaptation of the electronic tool for Ukraine to calculate the annual amounts of WEEE generated based on the amount of EEE placed on market and corresponding product lifespan Assessment of the possibilities for information system on WEEE and batteries • Prerequisites for establishment of waste management information system in Ukraine Structure of the information system: • Functional Structure • Internet application with authorized access to the data • Administration of waste management system
AMENDMENT TO THE WORK PLAN Assessment of the possibilities for information system on WEEE and batteries • Activity 1.2. 2.2, Class 2 (Austrian Standards) and Class 2 (EAK-AT) • Activity 3.1 - Waste prevention and pro-active sensitization campaigns on sound waste management • Activity 3.2 - Developing a website dedicated to sound waste management • Activity 3.3 - Identifying needs for curricula on waste governance
