What we check and find in draft OPs Specific objectives • Key issue for starting the discussion of intervention logic • Often vague in first draft – "business as usual" approach. Result indicators • Baseline sometimes missing; baseline good test of feasibility of policy monitoring. Sometimes too distant from policy. First draft is very often rejected by us…but we see real progress and understanding in later drafts.
