  2. Sources of radioactive waste in URT • Medical • Industries • Research • Illicit trafficking • NORM Phosphate mining (ongoing activity) Oil & gas (ongoing activity) Uranium mining (Licensing stage)

  3. RW inventory • (?) Radium needles (used in 1960’s) recovered in 1999 • (?) Caesium-137 industrial radiographic source recovered from a swamp • (?) Cs-137 sources (density gauges) recovered from scrap metals • (?) Stolen source (recovered) • (?) sources from licensed users

  4. RW inventory… • (?) Neutron sources (3.7 GBq each) recovered from a drilling company • (?) Disused Am/Be-241 sources recovered from a road construction companies

Legislations and Regulations for Control of Radioactive Materials • The Protection from Radiation Act No 5 of 1983 • The Radioactive Waste Management Regulations, 1999 • The Atomic Energy Act No. 7 of 2003 • The Protection from Ionizing Regulations, 2004 • The Mining and Milling of Radioactive ore Regulations, 2011 (NORM)

Responsibilities and roles of involved organizations Regulatory body (TAEC) • Maintains an inventory of both used and disused sources countrywide • Assist (when requested) to manage spent sealed sources • Perform regular monitoring (inspection) of both spent and disused sources to ensure safety • Guide operators on how to comply with legal requirements

Responsibilities and roles of involved organizations Licensees • Ensure safety and security of spent source while in their custody • Responsible for final disposal of spent source • Maintain an inventory of both used and disused sources • Record keeping and reporting to the regulatory authority

  8. Responsibilities and roles of involved organizations Customs • Ensure that importers and exporters of radioactive materials (sources) are licensed by the Regulatory Authority

  9. Waste Management • Observed increase of disused sources in 1990’s • Need to establish Temporary Storage Facility became evident • The Temporary Storage Facility used 1999-2005 • Sources from different origins (illicit trafficking incidents, abandoned/stolen, etc) were stored in this facility

  17. CRWMF • Operational since 2005 • Approx. 380 sq. m. • Designed for conditioning and storage • Security Guards on site 24 hrs • Electronic Security Alarms installed • Phone and Radio communication installed

TAEC Policy on Waste Management • Responsibility for disposal of radioactive waste lies with the user/licensee • Licensee to have an Agreement for source(s) to be returned to the Supplier when its useful time is over • Licensee may contract TAEC to collect and manage spent source(s) • User to ensure high degree of safety and security measures when possessing radiation source(s)

  19. Future plans • To Condition the sources in the CRWMF • To Conduct search and secure of orphan sources country wide • To Strengthen capability to combat illicit trafficking of radioactive materials (training, provision of equipment, etc,) • To review regulations on waste management
