OBJECTIVES • Review, re-activate coordination mechanism and principle of response • Define level of preparedness and priority action • Consult with field based partners • Align with national structure and partners • Advocate on key gaps
Main assumptions of the most likely scenario • localized episodes of inter-communal conflict and displacement will continue in the run up to elections as a result of multiple factors: • pre-existing tensions including over resources, • disagreements on boundary decision, devolution and competition for representation at county level, election campaigning. .. • Areas likely at high risk of being affected include upper eastern, north eastern, parts of coast, and rift valley. • Episodes of conflict surrounding elections period and election run off are highly likely • Compared to 2007/8: Less displacement in 2007/08 PEV hotpots, but new hotspots areas and higher risk in the pre-election period
Most likely scenario Preliminary planning • September 2012 to April 2013 • Workshop in Nakuru and Eldoret • A percentage of the population and historical data • Includes temporary displacements. • No vulnerability definition and level of humanitarian assistance defined. • Further refinement will take place through field level consultations
Role of the Hubs • To provide support in coordination of additional response capacity in the area of coverageto support Government and KRCS response • To provide support to coordination (this could be generalized support or establishment of sub national sectors depending on scale) • To act as points of information collection, analysis and dissemination and reporting. Information flow with Nairobi. • Identification of locations where organizations could position staff and resources • N.B Hubs are intended to support and not replace district coordination / response arrangements
