    5. Procurement # 2 – Tennessee State University Profile University located in Nashville, TN Headcount 9,024 students E&G facilities > 1.7 million square feet Utilities appropriation > $3.1 million Expected investment $8 million Submitted final proposal delivery order #1

Procurement # 3 – TBR System-wide for the remaining institutions (3 regions) Why Reduced procurement expenses (TBR & ESCOs) Improved procurement response by ESCOs (larger package) Improved opportunities for smaller campuses with limited resources Encouraged participation of regional ESCOs including design and construction partners Equitable distribution of work across the State of Tennessee and TBR facilities Improved project development opportunities

    7. ESPC Statement The ESPC Master Contracts (one per region) are the vehicles by which TBR, the individual campuses, and an ESCO will work in partnership to develop and implement energy-related facilities improvement projects (delivery orders) that pay for themselves through energy cost savings.

TBR system-wide procurement Approach Regional awards encompassing multiple campuses Division of TBR system into three regions Three awards – One per region (no multiples) Investment potential $20 million each region Corporate and regional factors evaluated Strong TBR regional representation on the selection committee Technical analysis based on submitted case studies and samples Cost submitted for each region
