I am writing this letter to Open Science Framework (OSF) because it has recently come to my attention that one of the journal articles I had published on OSF was being filtered and distorted on the AOL Internet Search Engine (ISE). The journal article, which I had published on OSF that is being distorted on the AOL ISE had been assigned the following Digital Object Identifier (DOI).: 10.17605/OSF.IO/48M6Y As you can see from the screenshots I have taken (which are hereby attached in the body of this email), my written content on OSF has been filtered by the AOL ISE without my consent and approval. Unfortunately, this is not the first time that the written content I have published on OSF has gone on to be filtered. Via email dated December 21st 2023, I had informed OSF of how another journal article I had previously published on OSF was being filtered on the AOL ISE. In my opinion, the “web” filtering of academic journal articles from U.S government sources about the way American undergraduate students (whether domestic and/or international) are informed about “affirmative and effective consent” in healthy sexual relationships very much encourages self-censorship if the filtering is either unsolicited and/or goes on to distort the findings of the research. Likewise, the “web” filtering of academic journal articles on the circumstances that led up to the enactment of the Jeanne Clery Act very much discourages honest intellectual inquiry of recent American history if the filtering is either unsolicited and/or goes on to distort the findings of the research. Can you explain how it is possible for the journal articles I have published on OSF to go on to be filtered and distorted by ISE such as AOL and possibly others? In other words, can you explain how it is possible that the website of OSF is not being filtered by ISE such as AOL, but the research content that is being published on OSF is being filtered by ISE such as AOL and possibly others? To the extent of your knowledge, has anyone previously complained with OSF about their journal articles on your platform going on to be distorted on the Internet by the so-called "Web?"   23. there were unacceptable incidents related to “hazing, academic performance and leadership there were unacceptable incidents related to “hazing, academic performance and leadership  failures” within the fraternity; [iii] [5] the extent of your knowledge about the discussions that took  place between the MDHE, the Higher Learning Commission, Westminster College (Fulton, Missouri) and  other colleges/universities in the State of Missouri on the pervasive nature of institutionalized racism  and sexism in America’s postsecondary education system; [6] your discussions about Michael A. Ayele  (a.k.a) W as a Black Bachelor of Arts (B.A) Degree graduate of Westminster College who (i) has never  denied being informed what constitutes “affirmative and effective consent” in healthy sexual  relationships after being told about the April 05th 1986 rape and murder of Jeanne Ann Clery; (ii)  believes that the April 05th 1986 rape and murder of Jeanne Ann Clery raises several key questions  about Title IX of the Education Amendments Act of 1972; (iii) has had his Open Science Framework (OSF)  journal article filtered and distorted by the “web” on Internet Search Engines (ISE) such as AOL,  Bing/MSN and Yahoo following the publication of some of his written content on how he was informed  what constitutes “affirmative and effective consent” after being told about the April 05th 1986 rape and  murder of Jeanne Ann Clery; (iv) has had his OSF journal article filtered and distorted by the “web” on  ISE such as AOL, Bing/MSN and Yahoo following the publication of his written content where he stated  that the April 05th 1986 rape and murder of Jeanne Ann Clery raises questions about Title IX of the  Education Amendments Act of 1972.[iv]     II)               Request for a Fee Waiver and Expedited Processing     The requested records do/will demonstrate that [1] Michael A. Ayele (a.k.a) W is a Black Bachelor of Arts  (B.A) Degree graduate of Westminster College (Fulton, Missouri) who (i) was a full‐time undergraduate  student of the college between January 2010 and May 2013;[v] (ii) was in the month of January 2010  informed what constitutes “affirmative and effective consent” in healthy sexual relationships after being  told about the April 05th 1986 rape and murder of Jeanne Ann Clery; (iii) believes that the April 05th  1986 rape and murder of Jeanne Ann Clery raises several questions about Title IX of the Education  Amendments Act of 1972; (iv) was on March 07th 2022 informed by the Department of Justice (DOJ)  Federal Bureau of Investigation (FBI) that Westminster College (Fulton, Missouri) had on (or around)  August 29th 1986 extended an invitation to their then Director William Webster to “deliver the 1987  Commencement Address on Sunday, May 17, 1987 at 2: 30 P.M” approximately 5 (five) months after the  April 05th 1986 rape and murder of Jeanne Ann Clery; (v) was on November 12th 2020 informed by the  DOJ (FBI) that they had transferred the case of Jeanne Ann Clery to the Central Intelligence Agency (CIA)  on (or around) June 11th 1992;[vi] (vi) has had his Open Science Framework (OSF) journal article filtered  and distorted by the “web” on Internet Search Engines (ISE) such as AOL, Bing/MSN and Yahoo following  the publication of some of his written content on how he was informed what constitutes “affirmative  and effective consent” after being told about the April 05th 1986 rape and murder of Jeanne Ann Clery;  (vii) has had his OSF journal article filtered and distorted by the “web” on ISE such as AOL, Bing/MSN and  Yahoo following the publication of his written content where he stated that the April 05th 1986 rape  and murder of Jeanne Ann Clery raises questions about Title IX of the Education Amendments Act of  1972; [2] the National Council on Disability (NCD) is a federal agency of the U.S government, which has  on January 30th 2018 recognized that (i) “affirmative and effective consent” is being taught to domestic  and international college/university students of the United States of America (U.S.A) during the course  of their Freshmen year, (ii) domestic and international college/university students are informed about  “healthy sexual relationships” during the course of their 1st (first) year of post‐secondary academic  education; (iii) 20% (twenty percent) of women were sexually assaulted in a college/university setting by  2 | P a g e

  24. the time they reached their Senior year in Calendar Year 2005; (iv) 32% (thirty two percent) of women the time they reached their Senior year in Calendar Year 2005; (iv) 32% (thirty two percent) of women  with a disability were sexually assaulted during Calendar Years 2014 and 2015 in a college/university  setting; (v) sexual assault “is a public health and public safety concern with far reaching implications;”  (vi) sexual assault is a “deeply personal violation,” which “leaves physical and emotional impacts that  change the lives of victims;” (vii) sexual assault causes “long term physical, psychological, and emotional  effects, including depression, post‐traumatic stress, thoughts of suicide, flashbacks, and sleep  disorders;” [vii] [3] Westminster College (Fulton, Missouri) have identified (i) the Missouri Department of  Higher Education (MDHE) as a “clearinghouse for postsecondary student complaints” in the 2019 ‐ 2020  Student Handbook they have published; (ii) the Higher Learning Commission as “their accreditor” in the  2019 ‐ 2020 Student Handbook they have published; [4] the Sigma Alpha Epsilon fraternity of  Westminster College (Fulton, Missouri) was in the month of March 2015 suspended following an  “investigation” that determined there were unacceptable incidents related to “hazing, academic  performance and leadership failures” within the fraternity.      In my judgment, the facts presented in my request for a fee waiver and expedited processing are not the  sort to bolster public confidence in the activities, the engagements and the priorities of the U.S  government (overall) as well as Westminster College (Fulton, Missouri). As a Black alumnus of  Westminster College (Fulton, Missouri), I would like to take this opportunity to [1] condemn violence  committed against women irrespective of their racial backgrounds, their sexual orientations, their  national origins, their religious affiliations and/or their disability status; [2] condemn the rape and  murder Jeanne Ann Clery was the victim of on (or around) April 05th 1986 when she was an  undergraduate student of Lehigh University (located in the State of Pennsylvania); [3] condemn the  chauvinism, the discrimination, the misogyny, the racism and the sexism I have had to bear witness to;  [4] condemn the discrimination and the racism I have experienced in person.  The core issues presented in this records request are as follows. 1) Have you had conversations about  the decision of Westminster College (Fulton, Missouri) to identify the MDHE as a “clearinghouse for  postsecondary student complaints” in the 2019 – 2020 Student Handbook they have published? If yes,  will you promptly disclose those records? 2) Have you had conversations about the decision of  Westminster College (Fulton, Missouri) to identify the Higher Learning Commission as “its accreditor” in  the 2019 – 2020 Student Handbook they have published? If yes, will you promptly disclose those  records? 3) To the extent of your knowledge, what is the policy of the MDHE and the Higher Learning  Commission about preserving as a matter of record the complaints that are filed against Westminster  College (Fulton, Missouri) or other Missouri colleges/universities similarly situated? 4) Have you  previously had conversations about the complaints filed against Westminster College (Fulton, Missouri)  with the MDHE and the Higher Learning Commission by students/alumni/alumnae of Westminster  College since January 01st 2010? If yes, will you promptly disclose those records? 5) To the extent of  your knowledge, were conversations ever held between the MDHE, the Higher Learning Commission  and Westminster College about the March 2015 suspension of the Sigma Alpha Epsilon fraternity  following an “investigation” that determined there were unacceptable incidents related to “hazing,  academic performance and leadership failures” within the fraternity? If yes, will you promptly disclose  those records? 6) To the extent of your knowledge, were conversations ever held between the MDHE,  the Higher Learning Commission, Westminster College (Fulton, Missouri) and other colleges/universities  in the State of Missouri on the pervasive nature of institutionalized racism and sexism in America’s  postsecondary education system? If yes, will you promptly disclose those records? 7) Have you had  3 | P a g e

  27.     Hello,       This is Michael A. Ayele sending this message though I now go by W. You may call me W. I am writing  this letter to Open Science Framework (OSF) because it has recently come to my attention that one of  the journal articles I had published on OSF was being filtered and distorted on the AOL Internet Search  Engine (ISE).       The journal article, which I had published on OSF that is being distorted on the AOL ISE had been  assigned the following Digital Object Identifier (DOI).: 10.17605/OSF.IO/48M6Y        As you can see from the screenshots I have taken (which are hereby attached in the body of this email),  my written content on OSF has been filtered by the AOL ISE without my consent and approval.       Unfortunately, this is not the first time that the written content I have published on OSF has gone on to  be filtered. Via email dated December 21st 2023, I had informed OSF of how another journal article I  had previously published on OSF was being filtered on the AOL ISE.        In my opinion, the “web” filtering of academic journal articles from U.S government sources about the  way American undergraduate students (whether domestic and/or international) are informed about  “affirmative and effective consent” in healthy sexual relationships very much encourages self‐censorship  if the filtering is either unsolicited and/or goes on to distort the findings of the research. Likewise, the  “web” filtering of academic journal articles on the circumstances that led up to the enactment of the  Jeanne Clery Act very much discourages honest intellectual inquiry of recent American history if the  filtering is either unsolicited and/or goes on to distort the findings of the research.      Can you explain how it is possible for the journal articles I have published on OSF to go on to be filtered  and distorted by ISE such as AOL and possibly others? In other words, can you explain how it is possible  that the website of OSF is not being filtered by ISE such as AOL, but the research content that is being  published on OSF is being filtered by ISE such as AOL and possibly others?        Be well. Take care. Keep yourselves at arms distance.         Michael A. Ayele (a.k.a) W   6 | P a g e
