Future of Florida’sMotor Carrier Size and Weight (MCSAW) Program The Future of Commercial Vehicle Processing at Florida’s Weigh Stations
Overview • The Present • How MCSAW functions today • The Future - Operations • How does MCSAW keep up with the increase in commercial vehicle traffic and make things more efficient for the industry tomorrow • The Future – Design and Construction • Facility Assessments • Design/Construction
Motor Carrier Size and Weight (MCSAW) • The Present
Statewide WIMs and Static Scales • 32 Weigh Stations or Static Scales • 20 Interstate Weigh Stations (MCSAW) • 7 Static Weigh Stations (MCSAW) • 5 Static Weigh Stations (FHP-CVE)
2 3 4 2 3 4 Weigh-in-Motion Technology License Plate Reader, Overview and Sensors 3D Lasers – Vehicle Dimensioning System (VDIM) Weigh in Motion Scales Sort Signals
Weigh-in-Motion Weigh Stations • Weigh-in-Motion sensor to sort truck traffic as it enters the weigh station • Bypass Lane • Dual platform Static Scales • Increased capacity • Increased efficiency
2016 Operations • Weigh-in-Motion weighed 15.6 million • Static weighed 6.3 million • Issued 33,208 weight citations • Issued 9,915 permit violation citations
Weigh-in-Motion Technology USDOT LPR Data Points Collected • License Plate Number • US DOT Number • Vehicle length and height • Number of axles/spacing • Weight on each axle/axle group • Gross weight • External/Internal bridge weight Weight Data CNDB
Container Number Database (CNDB) • Serves as FDOT’s commercial vehicle data warehouse • Captures All Weigh Station Data • Processes CVIDNs for: • Overdue Citations, Federal OOS Carriers, Stolen Vehicles and custom watch lists • Triggers real-time notification and email • Agency and custom watch list • Checks database at time of creation and continues to check new incoming sightings data from readers for matches
CNDB Architecture • Middle: CNDB Architecture • Left: Agency Input • Right: User Interfaces
Vehicle Plotting • Search by LPR, USDOT, or Container Number • Shows Location on map • Shows Sightings • Date/Time sorted • Displays Location and Direction • Displays images
Smart Interconnected Weigh Station System • The Department is determining how to interconnect several system relating to commercial vehicles • The benefit to the trucking community would be huge • The following will provide a high level overview of what is being explored.
Smart Interconnected Weigh Station System • As a truck enters the scales we already know the following: • Vehicle length and height • Number of axles and spacing • Weight on each axle/axle group • Gross weight • License Plate Number • US DOT Number • Etc….. How do we use this data more effectively?
Smart Interconnected Weigh Station System • The Department is looking at the following: • How do we use the data to bypass trucks • Once the vehicle weight is verified in the system allow the trucks to bypass additional weigh stations as long as they are in a certain window of time • Use mainline technology to process vehicles • Use mainline WIMs, LPRs, and USDOT readers to process vehicles and make sort decisions on the mainline, keeping trucks moving at highway speeds
Smart Interconnected Weigh Station System OKTrucking • License Plate Number • US DOT Number • Vehicle length and height • Number of axles/spacing • Weight on each axle/axle group • Gross weight • External/Internal bridge weight
Smart Interconnected Weigh Station System • Presently permitted loads are required to enter every weigh station • The Department is looking at the following: • How can we identify permitted loads electronically • Once validated, for permit conditions, how can we bypass permitted vehicles
Future – Facility Assessment • Conduct an Asset Inventory and Condition Assessment on Interstate Weigh Stations including: • Roadway Items: • Pavement conditions (roadway and parking), pavement marking conditions, drainage, lighting and signing • Property: • Scale Control Buildings, Inspection Barns (including Public Restroom Facilities), and all support infrastructure that support the site and operation of the Weigh Station • Technology • Inventory deployments, review functionality, develop life cycle costing for equipment
Future – Design • Typical roadway projects • Manage at District Level • Provide scope documents • Provide budget • If needed MCSAW will provide consultant staff • Technology projects • MCSAW to Manage • Ensure District involvement/coordination • Ensure consistent deployments • Vertical Construction • MCSAW to Manage • Ensure District involvement/coordination • Ensure consistent deployments
Future – Construction • Typical roadway projects • Manage at District Level • Provide completed plans • Provide budget • If needed MCSAW will provide CEI staff • Technology projects • MCSAW to Manage • Ensure District involvement/coordination • Ensure consistent deployments • Vertical Construction • MCSAW to Manage • Ensure District involvement/coordination • Ensure consistent deployments
Future • Striping - Methyl Methacrylate (MMA) • Locked-Wheel Friction Testing • LiDAR
