State-Level Role of KAHBH • During a disaster in Kansas, the Kansas Mental Health Authority through SRS serves as a liaison to the Kansas Department of Emergency Management, Local Community Mental Health Centers, and FEMA in a Presidentially declared disaster • FEMA has required each State to develop a crisis response plan in meeting the mental health and substance abuse needs at state and local levels, which are formally integrated into the State Emergency Operations Plan
KDHE established a contract with KMHA to provide funds for 1 year to coordinate the development and implementation of the All-Hazards Behavioral Health Plan • In January 2005, Kansas Department of Social and Rehabilitation Services, Mental Health Authority, subcontracted with Kansas State University, School of Family Studies and Human Services • The Kansas All-Hazards Behavioral Health (KAHBH) Project was developed through the subcontract
KAHBH Purpose • KAHBH provides State-wide organization and coordination for behavioral health response to disaster and other all-hazards events • Responsibilities of the KAHBH Project are outlined in 7 Primary Tasks

KAHBH Plan and Operations Manual • The initial Kansas All-Hazards Behavioral Health Annex has been drafted and submitted to the Kansas Department of Emergency Management (KDEM) to be reviewed and accepted into the Kansas Emergency Operations Plan. • KDEM acceptance currently is pending • The State Plan will provide a detailed description of the behavioral health preparedness, response, and recovery in Kansas • Preliminary drafts for 4 areas of the Operations Manual have been developed and reviewed by the SRS Contract Manager.

Preparedness Activities Response Activities Recovery Activities
KAHBH Tasks • To develop a compendium of resources for use at community and regional levels, to meet the peri- and post-event psychosocial needs of victims, at-risk individuals, family members, and emergency first responders • Assist hospital and public health regions by identifying key mental health professionals in the State who can assist these regions in developing behavioral health components of their plans. This will include appropriate field staff in SRS Mental Health, emergency response coordinators in the area mental health centers, and others who will provide technical assistance to hospital regions regarding the issues to be incorporated into the regional plans. • To assist SRS in the development of an All-Hazards Behavioral Health Plan/Annex (which will serve as the SRS Mental health ANNEX /Appendix to the Kansas Emergency Operations Plan). • To work with SRS Mental Health to identify the minimum behavioral health training competencies, to develop a curriculum, and to provide the training and refresher courses for health care professionals and community leaders responding to a Presidentially declared disaster or other public health emergencies.
To develop a system for SRS Mental Health to identify and track the number of health professionals and community leaders (to minimum standards as identified in #4) trained in the recognition, outreach, treatment and referral of patients exhibiting behavioral health consequences related to a Presidentially declared disaster and other public health emergencies. • To include the Kansas Department of Health and Environment (KDHE) in behavioral health preparedness networks and work groups overseeing the All-Hazards Behavioral Health Plan development and implementation, and work with KDHE to ensure that regional hospital preparedness plans are integrated with this plan. • To work with SRS Mental Health to design a process to make application, to coordinate community outreach services, and to provide on-site program management for the Center for Mental Health Services Immediate Services Program and the FEMA Regular Services Program in the event of a Presidentially declared disaster. Develop an Operations Manual for Kansas All-Hazards Behavioral Response.
