Section 235-4(C)3 pg. 2-35 Construction Manual The embankment must be uniformly compacted and stable. Instability can occur in some soils even though density requirements are being met. Stability of all embankment layers is essential prior to placement of the succeeding layer. Excessive rutting or weaving beneath hauling equipment is an indication of instability. Advise the Contractor that corrective action must be taken. The Contractor may obtain stability by natural means or elect to dry the material or use a combination of materials will will assist in producing a stable embankment.
