What is the Framework? • The Framework is a seven-agency collaborative • Human Services • Healthcare and Family Services • Aging • Children and Family Services • Public Health • Commerce and Economic Opportunity • Employment Security (data sharing) • Goals • Provide governance for the creation of an enterprise approach to healthcare and human services. • Promote a culture of interoperability among Illinois Healthcare and Human Services (HHS) agencies, identify and provide resources and insights toward interoperability • Leverage the federal/state investments in the Health Information Exchange (HIE), the implementation of the Affordable Care Act (ACA) • Integrated Eligibility System (IES) • Health Insurance Marketplace (HIM) • Medicaid Management Information System (MMIS) upgrade. Framework Funding • Federal Funding • Centers for Medicare & Medicaid Services • ACF grant for Governance= $1.125 million • State Funds • Capital SFY13-14= $500,ooo • IGA - Agency contributions: SFY13-14 = $2.7M • Enterprise APD – Fall 2013 submission to request enhanced match rate of 90% for Medicaid-related expenses • State staff; Vendor contract Illinois Framework for Healthcare and Human Services
