Big Rocks • FY 07 moves • Blount to AFRL Sanders to AFIT • Make sure your T-ODP is updated before each DT • Make sure your records are accurate before selection DT’s and promotion boards • OPR’s • No stratification – death blow • #1 or 2 of 50 (1/50 or 2/50) strong, #5 of 50 will hurt you • Top 1%, 2%, 5%, depends but usually not good indicator, >5% negative message • Rec for AFIT, PME, Sq/CC essential • If selected for AFIT and you turn it down – must separate • Is the career field secure? • Will we grow? • Will there be a BSC SERB?

Development Team • BSC Development Team (DT) Composition • Corps Chief • Corps Director • BSC Utilization and Education Branch Chief • 15 BSC Associate Chiefs • DT determines assignment vector recommendations for each BSC officer • Assignment Teams (ATs) make assignments • DT selects for PME in residence • DT makes Sq/CC selections • DT makes pre-qualifying SGB selections
T-ODP • Communication Tool to the DT • Formalizes commander involvement • Mandatory for all officers below O-6 • Outdated comments are a significant issue in Force Development actions • Assignment matching WILL start with or without a T-ODP – it’s your chance to voice your preferences • No or Out-dated T-ODP = “world-wide volunteer” • No or Out-dated T-ODP = not considered for AFIT or PME • No or Out-dated T-ODP = not considered for Sq/CC • No SGB volunteer statement in T-ODP = not considered
Mentorship • Assure information in SURF is correct & current • Review your records--with a senior officer • Do Your PME • Talk to your rater about your goals--and OPR recs • Be certain to broaden your leadership experiences • As Capt show at least wing-wide impact • As Maj at least MAJCOM- or even better AF-wide impact • As Lt Col show AF- or even better DoD-wide impact
Mentorship • Sq/CC difficult for 43M’s?? • Sq/CC = Division Chief?? • Perhaps possible in AFRL • Always try for PME in residence • Go for every opportunity to compete your record Sq/CC, AFIT, Fellowship, SGB, resident PME • Standard: one special duty assignment/career • SGB?? (USAFSAM, AFRL perhaps) “I am a candidate for BSC Executive” • Obtain Board Certification ???

BSC Force DevelopmentPromotions • DP on your PRF is not a guarantee • Is Sq/CC a guarantee? Yes unless viewed as a peak in career • No one is promotable without PME • Stratification statement a must!!!! % = ?? #/# = best • Deployments rapidly become key factor
Background • What happened? • AF chronically over-budget on PCS moves • FY03-06 costs averaged $1.5B • Began FY07 $400M in red • FY07 budget cut $318M • Immediate implementation of new PCS procedures
Assignment Changes • Time On Station rules change • CONUS to CONUS moves • 48 months minimum TOS • May be directed earlier if considered mission critical • May be directed earlier if required for Force Development • CONUS to OCONUS moves • Less than 48 months considered • Must be eligible/most qualified • Must have longest TOS • Policy not applicable for Joint Duty or Group/SQ Commander assignments
Assignment Changes • Caveat—If PCS quota available: • 1st Tour Officers • First tour officers (Lts or Capts with <4 yrs commission time) • 36 month TOS required for CONUS to CONUS move • Although eligible, quota for PCS may not be available • Must-movers go first • TOS and PME/AFIT • Selects must have 24 months TOS prior to departure date • Waivers accepted for 2007 selectees • Time in Area policy suspended • Tour length restrictions lifted for DC-area, San Antonio, and Colorado Springs
Assignment Changes • Overseas-OCONUS • Involuntary DEROS extensions are NOT being considered at this time • Voluntary extensions are highly encouraged • Members assigned OCONUS are expected to complete full tour • Ineligible to volunteer for jobs with RNLTD prior to their DEROS • Stabilized Tour programs • Tours with Assignment Availability Code 50 • Extended by 12 months from expiration of code
Assignment Changes • Join-Spouse Assignments • 24 months TOS required to apply for funded join-spouse assignment • 12 months TOS required for permissive join-spouse PCS • Member incurs all PCS related costs • Member must use ordinary leave during transit • Member must have or acquire retainability • Standard 24-month ADSC
Impact • Quota • Each division of AFPC given strict quota • Must live within this allocation • Some moves already under way when policy released • Taken off the top from the allocated quota • Less quotas available to use • “Must Move” category prioritized • Requirements vs Quota • Quota is the driving factor
Priorities • Prioritized Must-Movers • 1. Officers with 2007 DEROS • 2. DEROS backfills • 3. Inbound squadron commanders • 4. Graduating squadron commanders • 5. Backfill for inbound squadron commanders • 6. Critical backfill for retirements and/or separations • 7. Backfill for PME/AFIT selects • Move depends on quotas • TOS, first-termers, join-spouse, special assignments
