RESPONSIBILITIES • Supervises management of Criminal Law Division • Provide support for 1 General and 3 Special Courts-Martial Convening Authorities • Training of enlisted personnel • Provides procedural guidance to unit and battalion command teams • Maintain Facilities, property and supplies • Assists trial counsel / attorneys as needed • Appointed Duties / Additional Duties
Management of Crim Law Div • Ensures smooth and proper processing of all Articles 15, administrative separations, and courts-martial • Arranges and coordinates all travel for military and civilian witnesses. • Assists commands in obtaining documentation from civilian law enforcement and court systems.
Provide Support of CMCA’s • Currently have 3 NCO’s and 2 enlisted personnel from Fort Irwin units working at consolidated criminal law center • Reviews and coordinates all pretrial arrangements for all court levels • Ensures units comply with all post trial responsibilities, ie, confinement escort, excess leave, etc.
Provide Support of CMCA’s Continued • Review all correspondence between different CMCOs • Prepares, reviews, and coordinates all court-martial panel selection documentation • Ensures proper coordination with JALS (Clerk of Court) in all applicable post trial matters
TRAINING of Enlisted Personnel • Ensure soldiers are afforded time and opportunity for promotions and military schools • Encourage/assist soldiers in applying for & completing Correspondence Courses, Civilian Education, and local schools. • Conduct training classes in common military skills and 71D legal task
Provide Guidance to unit commanders and 1SGs • Provide procedural guidance to unit commanders and first sergeants on the UCMJ and Army regulations • Gives military justice briefings to all company level units at Fort Irwin • Advises 1SG’s, Plt Sgt’s and Sqd Ldrs, with regard to corrective training and nonpunitive, administrative actions
Maintaining Facilities, Property, and Supplies • Maintain accountability and maintenance of automation equipment • Accountable for one OSJA building • maintain office supplies; ensures proper use and conservation of Army materials • Prepare, set-up and assist court reporter with maintenance of courtroom
Assist Trial Counsel(s) • Ensures trial counsel(s) are administratively and procedurally ready for all trials and administrative proceedings • Assist in obtaining evidence and information required by the trial counsel(s), if necessary • Assist trial counsel(s) in procedural aspects that the government is responsible for, eg, service of documents and appearance of both government and defense witnesses
