On behalf of the FRA and Region Five I want to thank you for the opportunity to be here today and I also want to thank each one of you for participating in this Transportation Safety Summit.
I look forward to being here with you today to look at railroad safety and to strengthen a shared commitment to improving transportation safety.
Working together is how we will continue to make Louisiana’s transportation system safer and more efficient.
I’d like to take a few minutes to quickly cover some information about FRA and to share some significant improvements in safety.

2. As you see from this slide, The FRA Administrator Joe Szabo reports to the Secretary of Transportation Ray LaHood and FRA is under the Executive Branch.
The Federal Railroad Administration is one of 13 agencies of the U.S. Department of Transportation, including, the Federal Highway Administration, Federal Transit Administration, the National Highway Traffic Safety Administration, and Federal Motor Carrier Safety Administration, most of whom are also participating in this Summit.
Under Secretary of Transportation Ray LaHood’s leadership, the DOT’s 60,000 employees oversee air, maritime and surface transportation issues.

crossings The FRA is one of the smallest agencies of the US DOT with under 1,000 employees. FRA is divided into eight regions. We are the Southwest Region 5 covering the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.
We have Five of the Seven U.S. Mexico boarder crossings. The other two are in Arizona and California. Texas has the Largest border crossing in Laredo.

5. 2/13/2012 State (TX) Staffing by Discipline & Location This slide shows our state partner in Texas. TxDOT has inspectors in each of the five disciplines MP&E, OP, Track, HM, and S&TC.
Their inspectors are an extension of our FRA inspectors, we certify the state inspectors, they have territories assigned them and there are very few restrictions on what they can not do as to what a Federal Inspector can do.

DCTA Denton County Transportation Agency – December 2010 Within our region we have all six Class I Freight railroads operating as well as Amtrak.
There is one Class II railroad in the region including approximately122 short lines and
two commuter rail operations – Trinity Railway Express operating between Dallas and Fort Worth and the Rail Runner Express in Albuquerque, NM to Santa Fe, NM .
We also have the commuter rail operation ready to begin operation in Austin in March and
DCTA Denton County commuter rail operations that is scheduled to begin in Denton, TX at the end of this year.
Within our region we have all six Class I Freight railroads operating as well as Amtrak.

8. Over the past ten years we have seen a steady reduction in the number of train collisions.
Although we only have data for January through November of 2009, you can see by looking at the first 11 months of incidents on mainline track for the last ten years (and this DOES EXCLUDE highway-rail collisions)
you can see that this progress represents a 41 % decrease in Train Collisions nationwide.Over the past ten years we have seen a steady reduction in the number of train collisions.

9. Again looking at figures for the first 11 months of the year, Louisiana has seen a 38 percent reduction in total train collisions on Main line track in the same ten year period from 2000 to 2009.

10. Grade Crossing CollisionsU.S. and LouisianaJan. – Nov. 2004 - 2009 Louisiana began working on the State Grade Crossing Safety Action Plan process in 2004.
These two charts reflect 11 months of collision reports from 2004 through 2009.
Data for the U.S. is on the left and we have seen a 39% reduction in collision during this period.
For Louisiana the chart on the right we have seen a 47% percent reduction in collisions.
Congratulations on making a significant improvement during this period.
FRA looks forward to continuing to work together with our partners in the state to continue reducing collisions. Louisiana began working on the State Grade Crossing Safety Action Plan process in 2004.

11. New FRA Rule on PTC Issued January 12, 2010 Positive Train Control
Mandated by Rail Safety Improvement Act of 2008
Interoperable PTC systems must be fully instituted by the end of 2015 There is one final thing I want to mention. I am happy to be able to tell you that on Tuesday, January 12, 2010 Transportation Secretary, Ray LaHood and Federal Railroad Administration (FRA) Administrator Joseph Szabo, announced historic safety regulations requiring that Positive Train Control (PTC) technology be installed on the nation’s major rail lines as well as commuter and intercity passenger rail routes.
I had an opportunity to observe PTC on a demo Monday. PTC is an integrated set of technologies that will help avert train-to-train collisions, derailments caused by excessive speed, accidents caused by human error or misaligned switches, and harm to roadway workers.
PTC sends and receives a continuous stream of data transmitted by wireless signals about the location, speed, and direction of trains.
PTC systems utilize advanced technologies including digital radio links, global positioning systems and wayside computer control systems that aid dispatchers and train crews in safely managing train movements.
The final rule will also allow railroads to immediately begin finalizing their PTC Implementation Plans, which are required by statute to be submitted to FRA by April 16, 2010.
