Objectives of Action research • To study the role of SDMC networks in bringing the sustainability of school community connects (community participation in School development and management) in three clusters. • To understand the Micropolitical nature of such networks and how they can be institutionalized notwithstanding change in individual leadership at SDMC, School and panchayath levels. • To understand the factors/interventions that strengthen the SDMC networks and also the bottlenecks it has while working with existing power structure to deliver education in the area.
Institutionalization of SDMC network- 1. Formation of general body.2. Drafting and adaption of byelaw3. Formation of Executive body.4. formation of policy and norms for operation.5. enrollment of new members.6. resource mobilisation.7. action plan.
Institutionalization of SDMC network- 8. They should have regular membership. 9. They should represent particular agency(here it is SDMC). 10. They should have a geographical location- Panchayath, cluster block and so on. 11. They should have a general body and an executive committee. 12. They should have both short term and long term vision. 13. They should have adopted democratic way of functioning.
Institutionalization of SDMC network- 14. They should have internal resources to operate on. 15. They must be operating on well established set of rules and regulation. 16. Capacity to identify partners and work in partnerships. They should have regular membership
Present status of Networks • SDMC networks exist at State level and at some district level • In NS clusters, networks are functioning in 3 clusters-Rukhmapur, Kundur and Mirjan. • They have formed their general bodies and executive committees. • They have their own byelaws. • They have bank accounts of their own. • They are meeting regularly. • They visit schools and interact with local SDMCs frequently. • They discuss issues with BEO on school management issues , and help the local authorities to take necessary action.
Methodology • SDMC network workshops • Cluster wise • Four clusters combined • Exposure visits • RTE Jatha • Seminars • Capacity building activity • Linkages between districts/ state level committees • Cluster level meetings
Expected outcomes and implication of the study. • Detailed account of process of SDMC network • formation and its implication on the quality of • education at the cluster level. 2.Study will help to bring out the good practices followed by different SDMCs in the clusters
Outcome indicators: Qualitative • The SDMC networks will organise training to new SDMC • members. • They will hold regular meetings of network members. • They will raise funds to operate on their own. • They will establish regular liaison with Education department, ZP, • department of ICDS , Department of Health and other • agencies to lobby with them for school support. • They will operate on principles of democracy like, equity, • openness, transparency in its functions, freedom of expression, • and so on. • It will evolve its own byelaws and get it registered with • appropriate authority. • They will give handholding to SDMCs in its jurisdiction to overcome their problems and school development activities. • Participation in school development plans and school level • annual action plans
Outcome indicators: Quantitative • No. of meetings held. • No. of issues discussed and resolved. • Amount raised as funds • No. of programs organised for improving quality of education • No. of trainings organised to the members of Network • No. of trainings held to SDMC members • NO. of programs attended that are organised by the school • and department of Education • No. of joint collaboration programs held with SDMCs, GPs, and • other NGOs as well as Government departments( health • camps, makkala gram sabhas, makkala melas, sports and • cultural programs to children and parents ect.
