  1. Municipal Programme for Solid Waste Management in Bosnia and Herzegovina Mikael Boldt Solid Waste Management Expert

  2. The Goal • to improve the quality and availability of solid waste services, • to reduce environmental and health risks related to waste management in BiH, • to utilize the economic potential of the sector, and • to increase awareness and transparency.

  3. The 2 Components: • Capacity Strengthening • encompassing all levels of the sector i.e. State-level, Entity-level and Municipal level as well as on inter-municipal and regional levels, • Investment • mainly intended for investments on the municipal level complemented by municipal contributions.

  4. Programme Budget • 7.5 Million Euros allocated for investments and • 2.5 Million Euros for capacity building and consultancy support.

  5. The Municipalities in Phase 1 • Bijeljina Region: • Bijeljina, Celic, Lopare, Ugljevik, Teocak • Zenica Region • Busovaca, Novi Travnik, Travnik, Visoko, Vitez, Zavidovici, Zenica, Zepce

  6. Phase 1 Activities • March/April 2011 Invite for Tender • Fall 2011: Deliver equipment and implement new collection scheme

  7. Phase 2 • Spring 2011: Define selection criteria for new municipalities • Summer 2011: Selection of new municipalities • Fall 2011: Start work

  8. The Perspective • This is a direct support to the Municipalities. • We are also working on the State and Entity level, but • All problems and activities are seen from the local perspective

  9. The Municipalities has found the Key to Success: Reclaim Responsibility • Make a Plan • Establish a Budget • Describe the Service • Contract the Activity • Collect the Fee • Pay the Contractor and the Landfill

  10. 1 truck 1000 containers for each municipality Planning tools and Training +30% more waste collected and transported to the regional landfills Base for Sustainable Development Improved Economy Start the Wheel of Improvement and Acceptance Small investment – Huge impact

  11. We are Setting the Standard • When this programme is finalised we will have given support to more than 30 municipalities • Tools, Methodology, and Way of Thinking will become the standard for BiH
