  3. State Broadband Framework • Defines state level initiatives with strong potential to expand availability, adoption and/or application of broadband communications. • Overview • State of Broadband • Broadband Policies • Broadband Opportunities • Broadband Resources • Broadband Implementation

  4. Focus Group Task • Shape state "initiatives" that will provide support and catalyst to accomplishing state and local broadband priorities. • Identify the state (and local) actions that can help advance regional and statewide priorities. • Initiatives developed through RPTs, LBAT and other research. • Results will be incorporated in state broadband framework. • Poll: Top 5 issues to discuss today

  5. Expand Business Utilization 1. Expand small and mid-sized business utilization of broadband to strengthen state economic competitiveness. Examples: a. Assess both current and anticipated future broadband connectivity needs for Idaho’s small and mid-sized businesses. b. Consider targeted tax credits to encourage innovative business use of broadband communications.

  6. Expand Community Capacity 2. Enhance the capacity of local communities to take meaningful actions to improve broadband availability, adoption or application. Examples: a. Refocus existing state funding programs (e.g. CDBG, Economic Development Grants) to support community broadband projects. b. Set-aside funding for state higher education or non-profit organizations to conduct educational outreach or technical assistance. c. Promote best practice information sharing across ID communities (i.e., permitting, dig once policies).

  7. Create Incentives 3. Create new incentives to expand broadband service deployment in areas where service is either unavailable or deficient to meet local needs. Examples: a. Targeted tax incentives. b. Encourage collaboration and coordination of infrastructure build-out. c. Facilitate solutions to state and local right-of-way and permitting barriers. d. Maximize Idaho’s leveraging of available federal programs.

  8. Advance Health Care 4. Advance efficient access to health care information and health care services throughout the state. Examples: a. Assess and address any connectivity gaps required to meet Idaho Health Data Exchange objectives. b. Expand home telehealth and health monitoring use and innovations. c. Establish partnerships between health care entities and public access computing centers (i.e., libraries) to provide training or resources to support access to health information and health care.

  9. Increase Digital Literacy & Access 5. Increase digital literacy and access to technology to support education and workforce training. Examples: a. Assess and address any gaps in affordable, adequate connectivity to meet statewide educational delivery objectives. b. Promote funding and innovative partnerships for delivery of digital literacy training statewide. c. Advance public and private partnerships to enhance career preparation, workforce training and access to education.

  10. Communication & Resource Sharing 6. Enhance public and private sector communication and resource sharing on broadband related projects. Examples: a. Develop a statewide working group that provides a mechanism for multi-sector communication and where appropriate resource sharing on projects related to infrastructure and technology. b. Develop a map that shows in-state broadband related activities and infrastructure and a mechanism to keep updated. c. Develop incentives for sharing of fiber resources (i.e., reward joint builds, joint use, or sharing of infrastructure).

  11. Define Targets 7. Define and adopt 2015/2020 targets for Idaho’s broadband service availability. Examples: a. Target upload and download speed combinations available to all Idaho locations. b. Target mobile connectivity available to all locations. c. Consider separate standards for medical institutions, businesses, schools, etc.
