RFP Timeline • 9/12/06 Scope of Work memorandum distributed to Council for comments. Comments to be submitted no later than 9/26/06 • 9/27/06 Request for Proposals released • 10/10/06 Requests for Proposals deadline for submissions
Columbus and the region will face dramatic growth over the next 20 to 25 years • BRAC • AFLAC • KIA • Muscogee Technology Park
To meet this dramatic growth, Columbus will need a new comprehensive plan to help detail this potential impact and to plan for future needs.
A Comprehensive Plan is a tool for: • Addressing change and the constant progression of a community • Addressing compatibility issues between: • Land uses • Management and preservation of natural resources, • Identification and preservation of historically significant lands and structures, and • Adequate planning for infrastructure needs.
Action Needed • Completion of a new comprehensive plan, that: • Determines the potential impact of BRAC on the community • Fully adheres to the Georgia Minimum Standards and Procedures for Local Comprehensive Planning • Establishes criteria for development for the next 20 to 25 year timeframe • Provides coordination between the general public, elected officials and city staff
Three major components to the Comprehensive Plan: • Community Assessment • Community Participation Program • Community Agenda
For this plan, two additional elements have been requested: • Market Analysis • Fiscal Impact Analysis
Market Analysis • Create an accurate picture of the market demand due to BRAC and other economic factors, for residential, commercial, retail, office, industrial and mixed-use development in the community • Compilation and analyses of key demographic data to characterize trends and conditions in the city • Project new housing demand for both single and multi-family needs • Conduct an overview level market for appropriate land-uses in the community • Assessment of current and future demand for residential, commercial, retail, office, industrial and mixed-use development in five-year increments over the next 20 years
Fiscal Impact Analysis • Determine the potential impact of BRAC and other economic development on the community • Determine approximate revenues to be generated by proposed development • Estimate public operating and capital expenditures that will be required support development by major land uses • Calculate the projected net fiscal impact over the next 20 years
An RFP was sent out in October 2006 • Jordan Jones and Goulding were selected as the top consulting firm to prepare the new comprehensive plan • Their proposal includes the following costs items:
Recommendations: • Authorize the City Manger to enter into a contract with JJ&G for the following items: • Completion of a new comprehensive plan meeting the standards established by the state,to include: • A market analysis study to determine the impact of BRAC and other economic factors on the community • A fiscal impact analysis to provide insight on the potential financial impact such factors may have on the community
