School Liaison Office KINDERGARTEN ENTRANCE AGE • The current cutoff age and date to enter kindergarten in Hawaii is age 5 by • December 31. • Beginning in the 2014-2015 school year, children who turn 5 years old by July • 31 will be eligible to enroll in kindergarten. • The Executive Office of Early Learning (EOEL) is developing an early learning • program plan with a focus on targeting children not eligible for public school • kindergarten • Child, Youth & School Services is working with the EOEL to ensure a seamless • transition to Hawaii’s early learning system. USAG-HI Sex Crimes- Key Demographics • USAG-HI • 48% of sex crime (37 of 77) incidents involved alcohol • 47% of sex crimes occur in housing; 64% on-post • SM Victim (27% of total Victim population) • 57% age 21-24 • 81% E1-E4, Female • 58% MP or Logistician • 48% served 2yrs or less vs 43% served 3 yrs or more • Dependent Victim (52% of total Victim population) • 48% under age of 17 • 50% age 21-30, Female • 95% of Victims (SM or Dependent) knew Subject • Sex Crime Subjects (SM) • 94% of Sex Crime Subjects were SMs • 45% age 21-24 • 58% E1-E4, Male • 57% Married • Of the 71 Subjects, 30% (21) had prior offenses, • - 5 Subjects had 3 or more prior offenses BL- Analysis supports married, E1-E4 male SMs are the prime demographic group for possible sexual assault perpetrators.
USAG-HI Drug Analysis • Preferred drug in HI is Spice • USAG-HI has most Non-DoD subjects of USARPAC • 40% (69/173) subjects had prior offenses, • - 19 Subjects have 3+ offenses • - More so than sex crime, property crime, or crimes against person offenders, drug offenders commit subsequent felony offenses
Hawaii Property CrimesValue >5K • 75% (8/12) incidents involve theft of government property • 42%(5/12) incidents occurred in a government building • Significant items stolen: Computers and Thermal Night Vision Devices
Hawaii Crimes Against Persons: Felony Offense • Most common incidents are Assault of a Child in On-Post housing • Subjects tend to be 25+, E5-E6
Hawaii Crimes Against Persons: Misdemeanor Offense • 70% of the 220 reported crimes were committed by SMs, the majority being Simple Assault (79 incidents) and Domestic Assault (59 incidents) • FMs constitute 16% of the SUBJs in the crimes against person; within this demographic group Females account for 61% of the SUBJs

The USAG-HI Clean Water Program • As required by the installation's National Pollutant Discharge Elimination System (NPDES) permit, the Clean Water Program must solicit public comments on its draft Storm Water Management plan on an annual basis. • The USAG-HI Clean Water Program needs the community's input: Please comment on the 2012 draft Storm Water Management Plan and participate in the U.S. Army Garrison-Hawaii's Program to improve water quality!
