NICR & CSENet – Tools for Working Interstate Cases National Interstate Case Reconciliation NICR Project
What Is It? • The federal Office of Child Support Enforcement (OCSE) developed the project in 2003 • Not a federal communication system, but a project to help States reconcile interstate cases • Voluntary - All 54 States and Territories participate • Exchange & match process of interstate case data • Seven nationwide exchanges since 2004 • Current data file is NICR-10, loaded July 2010
What Is The Purpose? • Improve services to those families with interstate cases • Establish clear accountability for interstate case processing • Establish baselines of interstate cases • Improve electronic communication among states (i.e. Electronic Funds Transfer EFT, Child Support Enforcement Network CSENet) • Position states to achieve success when implementing QUICK
Reason (Error) Codes • 00 – Exact match • 01 – No matching case in other state • 02 – Case ID mismatch • 03 – FIPS code mismatch • 04 – Active/open case but inactive/close in other state • 05 – Inactive/close case but active/open in other state • 06 – Participant name not found in other state case • 07 – SSN provided by other state • 08 – Different SSN provided by other state • 09 – Partial match found in CA federal case registry (FCR) • 10 – Other state’s case is Non IV-D
Supplemental Match • Began this year with NICR-10 • Assist states to resolve and reduce volume of ‘no match’ cases • First, OCSE identifies (CA) interstate cases that did not find a match in other state’s NICR file • Then, OCSE runs a supplemental search match in other state’s federal case registry (FCR)
Why Is Participation Important? • Interstate cases are hardest to work • Interstate cases are not always synchronized • State-by-state reconciliation is time-consuming • OCSE matches all interstate cases at same time • Effective communication with other states via EFT and CSENet require ongoing case reconciliations • Provides continuous improvement of data integrity
What Are Benefits Of The Effort? • Provide potential increase in collections by facilitating enforcement efforts • Reduce the need for manual intervention & follow-up • Resolve cases with open/close discrepancies • Identify unknown interstate cases • Permit case participant to be registered on FCR • Receive wage and employer information
What Is The CA DCSS State Level Role? Technical Services • Extract data from CSE and exchange with OCSE • Load new data to LCSA NICR secure website Operations • Participate in monthly federal OCSE meetings • Monitor NICR Help Desk nicr@dcss.ca.gov • Liaison for LCSAs and the OCSE team • Conduct monthly CA NICR meetings with LCSAs • Provide training to LCSAs on NICR site and its use
What Is The LCSA Level Role? • Each LCSA has a designated NICR Coordinator and possible additional staff • Utilize CA NICR website as a tracking and reporting tool to reconcile cases in CSE and/or with other jurisdictions • Participate in statewide NICR monthly meetings • Participate in NICR website training as needed

Where Are The CA Cases To Reconcile Located? CA NICR Software Program • Link within the LCSA secure website • Contains case specific data from other states along with applicable reason (error) codes • Accessed and utilized by LCSAs to then perform case reconciliations in CSE and/or with other jurisdictions • Allows to track and monitor activity and results
How is CA Doing So Far This Year? 2010 NICR-10 Data Summary as of 8/25/10 • 44,352 total cases to reconcile • 4,028 (9%) reconciled • 1 LCSA already completed 100% 2009 NICR-6 Data Summary Final • 55,316 total cases to reconcile • 62% reconciled • 32 LCSAs completed 100% • 7 LCSAs 0%
What Are The Priority Cases To Work? Reason (Error) Codes • 02, 01, 07, 08, etc. Other States • Oregon, Nevada, Florida, Illinois, etc.
