CSU BOT Streaming Media Project Objectives and Requirements • Provide a public video and audio broadcast solution to the Board of Trustees at the Dumke Auditorium through streaming media. • Requirements: • AB1723: Legislation requiring streaming and on-demand storage will become effective 2013/01/01. • 12 months on-demand storage and playback. • 500-1000 concurrent users. • ADA compliance with captioning. • Streaming could be used for other events. • High quality video and audio.
Situation Existing Issues and Fact Finding • CSU CO streaming systems were obsolete • Dumke Auditorium AV system and cameras were malfunctional • Need to find CSUs partners or vendors • Northern and Southern California campuses • CATS / DAT groups • Internet • Need projected connections and viewers April 2013 Board of Trustees Meeting Streaming Success!
User Connections and Conversion Rate User Connections and Conversion Rate • Connections November BOT 9/18- 9/19: • CSU CO Main web site: ~5000 hits • Board of Trustee’s web site: ~2000 hits • Board of trustee’s stream page: ~200 hits • Board of trustees streams: • ~180 (peak) • ~40 (constant) • Conversion Rate from site visits to stream: • 3% from CSU main website • 9% from BOT website
Recommendation • The recommended solution is a hybrid with CSU Pomona providing the primary method of streaming (live video, audio, and captioning) and CSU using a vendor (LiveStream) for backup service. • Purchase equipment : • Fixed costs include a redundancy for failover equipment • Equipment can be used for CSU or vendor solutions • Host with CSU Pomona as a pilot Expectations: • Maximum limit on video stream to 1,900 connections • Vendor Failsafe: • Ready at warm state for provide overflow for over 1900 video connections or failover.

Streaming Solutions: Risks • CSU Hybrid (CSU Pomona w/ vendor failsafe) : • Uses CSU-Hosted solution as primary and uses Vendor hosted as backup (or overflow) solution, risk of scheduling conflict with campus events. • Time to transition to vendor-sourced stream will take coordination with vendor, BOT web and media teams. • CSU Hosted (Pomona): • Scheduling conflicts with live streaming and caption encoders. • Windows Media Silver light client may need a PC / MAC for play back. • Delay time of about 30-40 seconds from live broadcast. • CLA building retrofit / DataCenter closure in future 3+ years – no current impact
Streaming Solutions: Risks(continued) • Vendor Hosted (SAAS - Livestream): • Vendor is located in New York with telephone and email support only during East coast office hours. • Event coverage requires an extra cost. • Integrated captioning and on-demand syncing is a separate cost. • Costs include hosting of on-demand content and captioning. • Vendor Hosted (SAAS – 100,000 view hours):In addition to notes above: • Estimated support of 10,000-20,000+ users. • No Unlimited Usage plans. • Overages will be charged by additional viewer hours.
