PRINCIPLES INTO PRACTICE:FOR GOVERNMENT • Establish national measures • Designate a responsible regulator • Pursue international coordination • Encourage initiatives from business and inform consumers
PRINCIPLES INTO PRACTICE:FOR REGULATORS • National and international coordination • Inform consumers eg general awareness, filtering, ISP choice • Work with ISPs, direct marketers to deter spammers • Actively enforce domestic regulation
PRINCIPLES INTO PRACTICE:FOR BUSINESS • Responsible e-marketing • ISP acceptable use policies • ISP international cooperation • Codes of practice (self-regulation)
PRINCIPLES INTO PRACTICE:FOR CONSUMERS • Become informed online consumers • Keep preventive software (spam, virus, spyware) up to date • Report spam to ISPs and regulators
WHAT HAPPENS NEXT • APEC Telecommunications Ministers will consider spam principles at TELMIN 6 in Lima, Peru, June 2005 • If agreed as part of action plan, then APEC TEL + APEC E-Commerce Steering Group has to assist members to put it all into practice!
POSSIBLE APEC TEL WORK • Capacity building eg this workshop! • Link with broader e-security work in TEL • Work with other organisations (eg OECD, ITU) to ensure efforts are not duplicated and best efforts are shared.
