What is an RFA? • RFAs are initiatives sponsored by one or more NIH institutes or centers that stimulates research by requesting grant applications in a well-defined scientific area.
Where are RFAs published ? • All RFAs are published in our NIAID web page. http://www.niaid.nih.gov/
How are applications submitted in response to an RFA ? Receipt Date: Applications submitted in response to an NIAID initiative (RFA, PA, etc) are due at the NIAID on the date listed in the RFA. However, the applications must be postmarked by that date when sent to CSR. In most cases RFAs list only one receipt date in a year. However, some RFAs have multiple receipt dates.
How are applications submitted in response to an RFA ? • RFAs sometimes request that applicants send a letter of intent (LOI). However, LOIs are not absolutely required or binding, and do not affect the review of a subsequent application. • NIAID staff use the information in the LOIs to estimate peer review workload and to begin planning for a review.

Special Requirements RFAs list specific elements, for example: • Program Overview (for U19 or P01 multi-project applications) • Research Plan, Project Goals and Milestones • Scientific and Technical Expertise • Documentation of Experience with Innovative Projects • Special Budget Requests • Specific Format Issues
How are applications submitted in response to an RFA ? Other Special Requirements: • Use of Animals in Research • Human Subjects Protection • Data and Safety Monitoring Plan • Sharing Research Data • Sharing of Model Organisms • Human Embryonic Stem Cells (hESC) • Select Agent Use
How are applications submitted in response to an RFA reviewed ? • Applications submitted in response to RFAs are reviewed by Special Emphasis Panels (SEPs) • A roster for every NIAID RFA is located on the NIH Web page under NIAID Special Emphasis Panels.
How are applications submitted in response to an RFA reviewed ? A typical SEP has members with: • Demonstrated scientific expertise • Mature judgment • Breath of perspective • Diversity of expertises represented • Impartiality • Adequate representation of women and minority scientist
How are applications submitted in response to an RFA reviewed ? Review Criteria • RFAs use the standard NIH five review criteria (Significance, Approach, Innovation, Investigator and Environment ) as the basis for evaluation of the technical and scientific merit of the applications. • RFAs may also have additional criteria to meet the specific needs of the initiative.

Benchmarks of an “Outstanding” Grant Application • Responsive to the RFA • New or original idea • Sound rationale for proposed studies • Knowledge of published relevant work • Experience in the essential methodology • Future directions and contingency plans

Additional Review Criteria The following items will also be considered in the determination of scientific merit and the priority score: • Protection of Human Subjects from Research Risk • Inclusion of Women, Minorities and Children in Research • Care and Use of Vertebrate Animals in Research
