Overview – HB 1253 and SB513 • HTAC is a political subdivision of the Commonwealth to procure, finance, build, and operate critical projects in Hampton Roads • Primarily funded with HB 2313 revenue approved by the 2013 General Assembly • 23 Members • Chief elected officers of the governing bodies of the 14 localities in Planning District 23 • Two senators • Three delegates • Four nonvoting ex officio members – Commissioner of Highways, Director of Rail and Public Transportation, Executive Director of the Virginia Port Authority, and a member of the Commonwealth Transportation Board
Overview – HB 2313 and SB513 • Decisions will be based on a two-thirds majority vote of elected officials on the commission, representing at least two-thirds of the region’s population • Authorized to issue bonds and use regional revenues to support debt service • HRTPO, VDOT, and DRPT shall provide administrative and technical support to HTAC • HTAC will not replace the planning function of HRTPO • Utilize the HRTPO prioritized projects as its program of projects

Overview – HB 2 • Legislation unanimously passed House (98-0) and Senate (40-0) • Requires the Commonwealth Transportation Board to develop a statewide prioritization process for capacity expansion projects • Process must be used to develop FY16-22 Six-Year Improvement Program • Program will be considered by the Board in June 2017
