Limits bargaining for local government employees to issues of wages, hours and terms and conditions for employment
Eliminates binding arbitration for police and fire
3. Salaries and Seniority Eliminates pay schedules and step increases
Replaced with merit pay
Eliminates seniority for Reduction in Force (RIFs)
Eliminates continuing contract
Prohibits school districts from picking up any portion of the employee’s contribution to the pension system
4. Healthcare Requires employees pay at least 20% of healthcare costs
Abolishes the School Employee Health Care Board
Removes healthcare from bargaining
Permits school boards to govern healthcare plans
5. Other Contractual Issues As soon as SB 5 is signed in to law, continuing contracts will no longer be available.
Allows public employers to hire permanent replacement workers in the event of a strike
Eliminates teacher leave policies in statute and requires local school boards to determine leave time
