3. Responsibilities of MedCom regarding disaster managementمسئولیت های قوماندانیت صحیه در رابطه به منجمنت آفات • Dispatch of a representative to national disaster management administration • اعزام نماینده به اداره ملی تنظیم آفات. • Establish emergency operation center at MedCom. • تاسئیس مرکز عملیات عاجل در قوماندانیت صحیه. • Dispatch of quick assesment team with coordination of combined joint command in order to evaluate the extent of event and to find out whether additional assistance by MedCom is needed or not. • اعزام تیم عاجل ارزیابی در هماهنگی با قوماندانی مشترک به منظور ارزیابی وسعت حادثه غرض پیدا نمودن اینکه آیا به فراهم نمودن کمک های بیشتر قوماندانی صحیه نیاز دارند یا نه.

4. this team is dispatched to disaster area as soon as possible. This team evaluates emergency and normal requirements. Another team(comprehensive) will be sent to area as directed by evaluating team. Quick assessment team decides that which persons from which departments(plan and operation, preventive medicine, personnel from regional hospitals) should be included to comprehensive assessment team. این تیم به زودترین وقت به ساحه آفات اعزام شود . تیم مذکور حالت اضطراری و عادی را طوریکه لازم باشد ارزیابی مینماید. تیم دیگر ( جامع) توسط ارزیابی تیم طوریکه رهنمایی شده اند به ساحه فرستاده خواهد شد. تیم ارزیابی عاجل تصمیم خواهد گرفت که کدام شخص از کدام بخش ها (پلان، اوپراسیون، طب وقایوی وپرسونل از شفاخانه های ساحوی) باید مشمول تیم ارزیابی جامع شوند.

5. Dispatch of quick reaction team; it consists of combat medics to provide first aid, quick treatment and evacuate casualty. • اعزام تیم واکنش سریع ” که مرکب از مدیک های محاربوی به منظور فراهم آوری کمک های اولیه ، تداوی عاجل و تخلیه مجروحین میباشد. • quick reaction teams will be dispatched by MedCom ambulances to disaster area but all MoD hospitals(AFAMS and regional hospitals) should be ready to dispatch quick reaction team to area. Later MedCom will send specialist team to disaster area as required. • تیم های واکنش سریع توسط امبولانس های قوماندانیت صحیه به ساحه آفات اعزام خواهد شد ولی تمام شفاخانه های وزارت دفاع ملی (اکادمی علوم طبی و شفاخانه های ساحوی) باید آماده فرستادن تیم های واکنش سریع به ساحه باشند. بعدآ قوماندانیت صحیه تیم ویژه را به ساحه آفات طوریکه لازم باشد خواهد فرستاد.

6. Coordination of hospitals activities, sending of mobile medical teams, blood, equipment and supplies needed, coordinated with involved institutions. Above mentioned stuffs could be sent to area after receipt of quick assessment and comprehensive assessment teams. • هماهنگی فعالیت های شفاخانه ها ، فرستادن تیم های سیار صحی، خون، تجهیزات ،اکمالات لازم ، هماهنگی همرا با نهاد های ذیدخل. کارمندان ذکر شده بعد از اخذ ارزیابی عاجل و تیم های ارزیابی جامع به ساحه فرستاده خواهند شد. • MedCom prepares all central and regional depots in the event of extensive emergency. • قوماندانیت صحیه تمام دیپو های مرکزی و ساحوی را در صورت وسعت حادثه عاجل آماده میسازد. • With coordination of national disaster management administration, Medicine and supplies will be forwarded to disaster area. • در هماهنگی با اداره ملی مبارزه با آفات ، ادویه و ملزمات طبی به ساحه آسیب دیده فرستاده خواهد شد.

7. Before Disaster: • Activities to prepare for disaster and provide early warning • قبل از آفت : فعالیت غرض اماده گی در مقابل آفت و فراهم آوری اخطاریه های قبلی Non Disaster: Activities to plan for disaster and reduce risksحالت عادی(نبود آفت) فعالیت غرض پلان گذاری برای آفت و کاهش خطرات During Disaster: Activities to quickly assess damage, perform search and rescue and provide relief to victims در جریان فعالیت : فعالیت برای ارزیابی عاجل ، خساره ، اجرآ جستجو و فراهم اوری زمینه برای نجات دادن قربانیان • After Disaster: • Activities to recover from Disaster • بعد از آفت: فعالیت برای نجات یافتن از آفت

Regional Corps Responsibilities مسئولیت های قول اردو های ساحوی • Non-Disaster Phase: • مرحله عادی (نبود آفت ) • Designate a LNO to Province Emergency Operations Centers (additional duty) • مشخص نمودن یک افسر ارتباطی به مراکز فعالیت های عاجل ولایت ( وظیفه اظافی). • Develop a Disaster Response Management Support Plan for each Province • انکشاف یک پلان حمایوی منجمنت پاسخگوی در مقابل آفات برای هر ولایت. • Be prepared to assist the Police (MoI) with emergency services and relief operations • آماده گی غرض همکاری با پولیس همرابا خدمات عاجل و فعالیتهای نجات دهی. • Identify the “high risk” areas in Corps Area. • شناسایی ساحات پر خطر در ساحه قول اردو ها • Know communications schemes for all the critical emergency services organizations. • فهمیدن طرح های ارتباطات برای تمام نهاد های خدمات عاجل و حیاتی .

10. Regional Corps Responsibilities مسئولیت های قول اردو های ساحوی • Before Disaster Phase: • قبل از مرحل آفت: • Be prepared to activate an emergency operations center • اماده گی به منظور فعال ساختن یک مرکز عملیات عاجل • Dispatch LNO on call • اعزام افسر ارتباطی آنکال • Issue warning orders as required • توزیع احکام اخطاریه طوریکه لازم باشد. • Test communication links regularly • امتحان لاین های ارتباطی بطور منظم • Develop Response SOP for common disasters • انکشاف طرزالعمل های ستندرد پاسخگویی برای آفات عام • Be prepared to assist in relief response • آماده گی غرض همکاری در جهت پاسخگوی در زمینه نجات

11. Regional Corps Responsibilitiesمسئولیت های قول اردو های ساحوی • Disaster Phase: • مرحله آفت: • Assist Province Civil Authorities with Disaster Assessment (Support Team) • همکاری با مقامات ملکی ولایت در باب ارزیابی آفت (تیم حمایوی). • Assist in rescue and relief efforts • همکاری جهت کاهش و تلاش های نجات دهی . • Provide assistance in distribution of emergency supplies • فراهم نمودن زمینه همکاری در توزیع تجهیزات عاجل . • Provide medical assistance in triage, evacuation, field aid stations and sanitation. • فراهم نمودن زمینه همکاری طبی در تریاژ ، تخلیه، مراکز کمک های اولیه و حفظ الصحه • Constant reporting to NMCC on situation • راپور های متداوم در موردوضعیت به مرکز سوق اداره ملی نظامی . • Account for soldiers engaged in support effort and military supplies utilized. • شمارش تعداد سربازان ذیدخل در تلاش های حمایوی و تجهیزات نظامی استفاده شده.

12. Regional Corps Responsibilitiesمسئولیت های قول اردو های ساحوی • After Disaster Phase: • بعد از مرحله آفت: • Assist Civil Authority in the conduct of the assessment survey • همکاری با مقامات ملکی در باب اجرای ارزیابی سروی. • Provide support to the removal of the dead • فراهم نمودن زمینه حمایه غرض برطرف نمودن جسد ها . • Maintain open lines of communications • حفظ و نگهداری خطوط باز ارتباطات. • Transfer military relief effort to the Civil Authority • انتقال مفکوره های نجات نظامی به مقامات ملکی. • Direct redeployment operations • فعالیت های اعزام مجدد مستقیم. • Keep NMCC notified of all Civil Authority request for support • در جریان گذاشتن مرکز سوق اداره ملی نظامی از درخواست ها برای حمایه مقامات ملکی.

13. Regional Corps Responsibilities مسئولیت های قول اردو های ساحوی • After Disaster Phase : • بعد از مرحله آفت: • Conduct After Action Review (AAR) , submit it and participate in the GS AAR as required. اجرای مرور بعد از فعالیت، تحویل و اشتراک در جلسه مرور بعد ازفعالیت استردرستیز طوریکه لازم باشد. • Revise OPPANS as required based on lessons learned • تجدید OPPANS به اساس دروس اموخته شده طوریکه لازم باشد. • Prepare for the next disaster cycle • آماده گی برای دور بعدی آفت.
