Purpose • Avoid Compromise to Airport’s operational safety • Minimize disruption of normal aircraft operations • Enhance Safety to Day-to-Day maintenance operations • Standardize Airport’s Construction Safety & Phasing Plan (CSPP) • Clearly Identify the CSPP Requirements
Whom this AC affect - • Certificated Airports under Title 14 Code of Federal Regulations (CFR), part 139 • Construction projects for airports receiving funds under the Airport Improvement Program Not Required but Recommended: • Non-certified airports without grant agreements.
Responsibility for Safety During Construction • On Airport activities including construction safety is the responsibility of the Airport Operator • Construction Contractor must comply with the Airport Operator’s plans for safety • Airport tenants / sponsor must also comply with the airport’s safety requirements.
Safety Areas • Revised AC will make the RSA requirement consistent with incursion prevention. • 200 feet minimum distance from runway centerline will be removed. • No Construction may occur within RSA while runway is open for aircraft operations.
Construction Safety & Phasing Plan (CSPP) Streamlined to address Safety Requirements: • Clearly list all areas to be impacted by a “construction project” • Provide a CSPP “Template” • For Consultants to follow in submitting a CSPP • For Reviewers to reference • Provide a Guideline to Airport Operators on how to prepare a CSPP. • Provide a check list for Airport Operators during their inspection of construction activities.
Milestones - Accomplishments • A Work group has been formed and collaboration on AC content and Templates is on going. • AC Draft version is ready for internal FAA distribution for comments. • CSPP Template will be ready by March 31 • AC should be Finalized by June and submitted to FAA legal department. • Final publication by September 30
