G7/ Kyoto Customs Data Principles • Common data sets and uniform electronic messages for cargo report, import, and export declarations for the clearance of “ordinary goods” • Maximum data requirements for the routine exchange of information between Customs and the trader • Countries to require as little information as necessary for Customs control purposes • Release on minimum information 6

WCO Customs Data Model • Harmonized maximum data sets for import, export and transit • Common electronic messages based on EDIFACT • International code standards • Version 1 (2002) = G7 Initiative • Version 1.1 (2003) = G7 + Security • Version 2.0 (2005) = WCO 9
Unique Consignment Reference (UCR) • For Customs purposes • Applied to all international consignments • Used in ALL communications throughout the supply chain • Used as an access key for audit, consignment tracking and information reconciliation purposes • Unique at both national and international level • Issued by or on behalf of the party having initiated the transaction • Using ISO 15459 or other industry solutions 10
The Authorized Supply Chain • WCO measures on Council Resolution on security and facilitation • Authorized traders, transport operators and service providers • Common security standards described in the authorization - physical movement of goods and parallel movement of commercial data • Mutual recognition • Integrated simplified Customs treatment from origin to destination 11

Conclusions • Political will and commitment • Industry support for the practical implementation of WCO instruments and tools • Governments to accede and implement the revised Kyoto Convention and other relevant existing instruments and solutions • Co-ordination and co-operation with other sectors- transport, communication, financial institutions • Single window- supports inter-agency coordination • More work still required on data model, UCR and ACI- close co-operation with trade and Member Customs of WCO 13
