Nordic Council of Ministers • The Nordic Council of Ministers has 10 sectoral councils and the council of the Ministers for Nordic cooperation. • Nordic Council of Ministers for the Environment • Run the Nordic governments' environmental co-operation. • Aims to protect and improve the quality of the environment and quality of life in the Nordic countries, and influence regional and international co-operation. 2. Nordic Institutions About 20 institutions and cooperation organisations (NIB, NordForsk, Nordens Hus, NVC) For to days theme the most relevant is NEFCO (Nordic Environment Finance Corporation) Kim Luotonen
Nefco has in total financed 24 renovations of wastewater treatment plants • in the Baltic Sea region • in the Barents region • Presently NEFCO is financing the modernization of ten small wastewater treatment plants in St. Petersburg. • Projects also in Kaliningrad and Murmansk region Kim Luotonen

Finnish presidency of the Nordic Council of Ministers in 2011 Main theme of Finland’s presidency climate and climate change, its challenges and opportunities and green growth The general/first part of the programme covers three main areas with some subthemes The second part of the Programme contains he sector specific programmes which all embrace the main theme. The Presidency will be inaugurated by a conference on sustainable development to be held in Turku 31.1. – 2.2.2011 “Solutions local, together” Opening key note speech by the Prime Minister of Finland. The main focus is on local and regional authorities and actors. We hope St. Petersburg and the Leningrad oblast will send their representatives to the conference.
