  2. Litter Policy Introduction • Roadside litter on motorways and All-Purpose Trunk Roads (APTRs) is a major issue. • In particular, the unsightly nature of roadside litter, the potential operational problems (i.e. blocked drains, etc) it can cause and the cost of its collection and disposal.

  3. Current Challenges • High number of Customer complaints • ‘Hot spots’ – Slip roads, Service areas • Collaboration on APTR’s inefficient • No formal Litter Strategy or Policy in place

Facts and Figures Trunk Roads in the North West • 90,000 bags of litter per annum. • 150 calls or correspondence relating to litter per annum. • Area 10 – LAs can share routine maintenance closures, for example on the A55 (high speed dual carriageway). LAs do not always take advantage of such arrangements. • Area 13 have informal agreements with South Lakes DC, Eden DC and Allerdale BC to share TM.

  7. November 2009 £7,000 fine for M66 fly-tipper Dumping rubbish in a motorway culvert has cost a man more than £7,000. The waste included cardboard, crates and rotting food waste. Highways Agency Incident Support Unit was taken off the road to clear up High cost of clear up to both the HA and LA

  9. Highways Agency Responsibility Where are the requirements detailed?: • Environmental Protection Act - Part IV (c.43) • Network Management Manual – Section 3.14 & 3.16 • Routine and Winter Service Code – Section 2.17 Managing Agent Contracts will also detail the Litter requirements.

  10. APTR Responsibilities • Consultation with each of the LAs on a proposal to transfer responsibilities, including responsibility for funding, to the Agency • Section 86(9) of the EPA provides for the Secretary of State transferring responsibility of litter clearance from the LAs to the Agency.

APTR Responsibilities Benefits of Responsibility Transfer • Litter is more likely to get collected. • Cost savings due to economies of scale and more efficient working practices. • Health and safety as operatives trained for work on high speed road would be available and used. • The division of responsibilities would be clearer to understand.
