HB 615 – Military/Low Income Professional Regulation; Creates the Occupational Opportunity Act; revises length of time active duty service member may remain in good standing with administrative board or program; requires that spouse or surviving spouse be kept in good standing & be exempt from licensure renewal provisions; requires DBPR to issue professional license to spouse or surviving spouse of active duty member; provides requirements related to application, fees, & renewal; provides for fee waiver for specified persons; provides appropriation. APPROPRIATION: $31,000.00 Effective Date: 7/1/2017 What does this mean?
Military Personnel/Spouse/Surviving Spouse – Good Standing: • Exempt from Initial Application Fee and License Fee when applying for a professional license • But still takes Education, Fingerprints, and State Exam • Military Personnel/Spouse/Surviving Spouse – Good Standing; Coming from Another Jurisdiction with a Valid Professional License: • Exempt from Initial Application and License Fee when applying for same professional license in Florida • Must accept all qualifications from other jurisdiction (education, experience) • Exempt from State Exam • But still subject to background check • Military Renewal discounts for Disabled Veterans • Must request every renewal • Low Income: • Exempt from Initial License Fee Only • Still takes: Pre-License Education, Fingerprints, and State Exam • No Renewal Exemptions
HB741 – DBPR Fees Department of Business and Professional Regulation Fees; Revises delinquency fee that professional board or DBPR imposes on delinquent status licensee; revises surcharge that DBPR assesses on building permits. Effective Date: 7/1/2017 What does this mean?
Starting with the September 30, 2017 Renewal – Late Fees are reduced from $45.00 to $25.00 – In addition the $5.00 ULA fee is Waived!

Helpful Items For FREC! Read questions 1 – 4 completely. “Adjudication withheld” needs to be disclosed There is no time length to disclosure. If you were considered an adult at the time of the discipline, put it on your application. Even if it was 40 years ago It is the responsibility of the applicant to get the documents from the courts, police departments, probation officers, other jurisdictions. If unable to get the documents due to record destruction or retention than a letter from the clerk of courts stating such makes it clear to the processor Have at least 3 letters of Reference/Character letters if you have to appear before the FREC. It shows you have shown change and developed solid relationships beyond what happened in the past
