  2. Role of the Grant Officer • Works in tandem with the FPO and Program Office Staff. • Reviews grants and grant modifications • Makes initial and final determinations

  3. Overview • Your grant agreement certifies and assures that you will fully comply with everything contained within the agreement;. • Any sub award relationships* are outlined in the Circulars. The prime grantee is responsible for all sub award relationships.

  4. Four Parts of an Earmark Grant • Part I – Statement of Work • Part II – Budget • Part III – Assurances and Certifications • Part IV – Special Clauses and Conditions

  5. Clauses and Conditions (Part IV) • Budget Line Item Flexibility 20% is general rule Exceptions Personnel and Fringe – any change • Indirect Cost rate

  6. Part IV - Conditions • Identifies FPO • Reporting requirements • Procurement conditions • Pre-award • Among others, one condition is to make clear that the award does NOT provide justification to sole source • Consultant rates • Equipment • Public pronouncements • Etc.

  9. FPO Relationship • FPO is the main point of contact. • All forms of communications and reports go through the FPO. • FPO forwards paperwork accordingly. • Mods are requested first through the FPO. • Awardee puts request in writing and submits to FPO.

FPO Relationship (con’t) • FPO provides oversight – monitors grants and prepares reports • FPO identifies technical assistance and training needs and will assist grantee in making needed improvements • FPO insures grantee documentation is complete • FPO makes recommendations to Grant Officer • Grant officer is only one authorized to make changes – and won’t act without FPO recommendation

  12. Grant Closeouts • Close out packages will be sent to grantee after expiration. • Obtain and reconcile all information and data necessary for closeout. • Resolve all audit findings. • Collect debts.

  13. Earmark Grant Cost Limitations • General Prohibitions • Pre-award costs • Legal expenses • Real property • Limitations on Administrative Cost • 10% limitation

Prohibitions – WIA Sec. 181 & 20CFR 667.260 – 667.270 • Employment generating activities • Economic development activities • Investment in revolving loan funds • Capitalization of businesses • Investment in contract bidding resource centers • None of these are permitted unless directly related to TRAINING of eligible individuals under Title I

  15. Unallowable Activities – cont’d • Public service employment • Sectarian activities • Business relocation • No fees for placement or referral to a workforce investment activity • No construction or purchase of buildings * except to bring into ADA compliance
