  2. Shanghai building energy-saving public places • A total of 1,500 public places in Shanghai, including schools and hospitals, will be equipped with energy-savings management systems by 2015, to help the buildings become more power-efficient. • The move is part of Shanghai's larger goals to cut power consumption, after 30 percent of the city's buildings failed to meet targets last year.  • So far, the management systems, which help energy consumers gauge where power can be saved, have been installed at 600 public places around town. • "They provide a clearer picture of how electricity is being used and a more detailed breakdown of the costs involved, which helps pinpoint where power is being wasted. • The measure also follows other energy-savings initiatives introduced in the city in recent years, including a plan to reduce energy consumption target for public buildings by 4 percent annually.  • Many hospitals and schools, however, failed to achieve the goal last year, reducing power consumption by only 1.65 percent and 0.81-percent.  • Local authorities plan to work more closely with them this year to see that they meet targets.
