  3. The Statutory Induction Arrangements • The arrangements for statutory induction for ALL NQTs in Wales is a collaborative process between: • The NQT; • The Induction Mentor (IM); • The External Verifier (EV); • The Appropriate Body (AB) / LA induction co-ordinator

  4. The Induction Period • All NQTs must complete an induction period of • Three complete terms for NQTs on a full time contract • 380 school sessions for NQTs employed on a part time or temporary contract • 380 school sessions for NQTs undertaking short term supply

Where Can Induction Take Place? • Maintained schools in Wales • Non maintained special schools in Wales • Independent schools in Wales where • The curriculum for any primary learner meets NC requirements • The curriculum for learners at KS3 or 4 includes all core and foundation subjects • An agreement has been reached prior to the start of the induction period between the school and the LA that they will act as the AB • FE institutions where the institution is able to provide an NQT with an appropriate post to enable them to undertake their induction

  6. Legal Requirements • In Wales it is a legal requirement that all NQTs must hold QTS and be registered as a school teacher with the EWC in order to be employed as a teacher in a maintained school • An induction period cannot start until the NQT holds QTS and is registered with the EWC

  8. Roles and Responsibilities Overview Effective induction is achieved through a partnership between a number of key people, including the NQT, the school, the Induction Mentor, the External Verifiers and the local authority.

The Induction Profile • The induction profile is the NQT’s online record of progress and achievement in meeting the requirements to successfully complete induction. • The induction profile will form the basis of the professional dialogue between the NQT and the Induction Mentor and the External Verifier. • Access the induction profile via www.ewc.wales

Completing the Induction Profile • Responsibility of the NQT • Collaborative process involving the Induction Mentor and the NQT, it may also involve evidence from the External Verifier • NQT will work with the Induction Mentor to agree and plan priorities • NQTs on short term supply contracts will work with the External Verifier to agree and plan priorities

The NQT should: • To complete their induction period successfully it is the NQT’s responsibility to do the following • Ensure they register as a school teacher with the Education Workforce Council before they start their first teaching post • Make themselves fully aware of the statutory arrangements for induction in Wales • Make themselves fully aware of the new Professional Standards and the Professional Learning Passport (PLP) • Notify the EWC that they are undertaking induction in Wales (Induction Notification Form) • Log all their teaching sessions with the EWC via submission of the appropriate form (Induction Claim Form)

The NQT should: • Ensure that their head teacher/supply agency is aware that they are a NQT and that every teaching session counts towards induction • Inform the EWC if they move schools during their induction period • Make their Career Entry Profile available to their Induction Mentor /External Verifier at the start of their induction period. • In ERW there is an expectation that the NQT will set their initial development targets with their Induction Mentor based on information from their CEP and the online self-assessment task • Identify and agree opportunities for professional learning through self-review and feedback from Induction Mentor

The NQT should: • Use the standards and the PLP in collaboration with their Induction Mentor and other colleagues to: • regularly reflect on their practice • help identify priorities for professional learning • record a range of professional experiences to demonstrate meeting the standards required for successful completion of induction • Readily share their professional experiences with others • Actively engage with the mentoring support provided

  14. The Headteacher and the School should: • Adheres to safer recruitment practices when employing NQTs directly or when engaging with NQTs from supply or employment agencies, including provision of appropriate references and up-to-date Disclosure and Barring Service (DBS) checks in line with the LA’s and Welsh Government’s guidance on safer recruitment • Ensure the NQT is registered with EWC prior to employment • Complete and submit ‘Induction Notification Form’ to EWC within 10 days of start of employment

The Headteacher and the School should: • Familiarise themselves with the new standards • Ensure each NQT has access to an Induction Mentor who is familiar with the new standards and is suitably skilled and experienced to support the NQT in using the standards during induction • Ensure NQTs have the appropriate day-to-day support, regardless of whether they are undertaking induction on a full-time, part time or supply basis • Ensure each NQT has access to a suitable range of professional experiences which enable them to reflect the professional standards in their practice

  16. The Headteacher and the School should: • Raise awareness of the new standards with practitioners, including NQTs • In collaboration with the Induction Mentor, provide evidence throughout the induction period that will contribute to the final assessment of the NQT by the Appropriate Body . Ensure compliance with the requirements set out in the Department for Education’s current School Teachers’ Pay and Conditions Document.

  17. Induction Mentor should: • Liaise with the person in the school office responsible for employing supply teachers. Agreed pro-forma should be put in place to enable the school to identify NQTs and gather information on how many sessions have been completed and who their External Verifier is • Meet with all NQTs on their arrival in school to discuss their induction and notify EWC of their presence in the school using the Notification Form • Short Term Supply (STS) should also receive mentoring on a day-to-day basis. Should the STS be employed for more than ten days the school must send the notification form to EWC

  18. Induction Mentor should: • Familiarise themselves with the new standards and how they should be used by NQTs during induction • Work closely with the NQT, through regular professional dialogue, to review and explore professional experiences, support and challenge the NQT in relation to the professional standards and ensure the PLP is being used to best effect. • In ERW, the expectation is that a professional meeting is held at least once every half term. Minutes should be recorded and saved on the profile • Observe the NQT teaching. • In ERW there is an expectation that a formal lesson observation should take place termly (as a minimum) and feedback given during a professional meeting • Provide evidence to the External Verifier and AB relating to the NQT’s progress

  19. Induction Mentor should: • Where appropriate, bring areas of concern to the attention of the NQT, External Verifier and AB, considering the most effective and supportive means of intervention and using the standards as a reference to identify areas for further development • Work in partnership with the External Verifier to ensure that the induction period is conducted according to the regulations, that the NQT receives the necessary support and that all requirements for assessment are met

  20. External Verifiers should: • Familiarise themselves with the new standards and how they should be used in the induction process Observe the NQT teaching during the first 70 sessions of induction. • In ERW, it is recommended that the EV carries out a sample of lesson observations. It is recommended that this cluster sample should be a minimum of 2 joint observations during the first 70 sessions be undertaken • Provide additional mentoring support to the NQT as required. • In ERW, the EV will be expected to facilitate support for NQTs within the cluster during twilight sessions. These meetings should take place at least once every half term

  21. External Verifiers should: • Quality assure the induction arrangements in schools on behalf of AB(s). EVs should monitor paper work produced by Induction Mentors and NQTS • Support the Induction Mentors, particularly those new to the role or where there are concerns about the quality and effectiveness of mentoring • EVs working within ERW should facilitate cluster network meetings for mentors on a half termly basis • Work in partnership with Induction Mentor to ensure that the induction period is conducted according to the regulations, that the NQT receives the necessary support and that all requirements for assessment are met • Process the recommendations from Induction Mentors so that ABs have access to appropriate information needed to make final judgements against the standards • Liaise closely with the AB throughout the induction period. • Engage with the national standardisation/moderation process as requested by the regional consortium.

  22. Consortium/Local Authority/Appropriate Body: • The AB has the overall statutory responsibility for the supervision and training of all NQTs within the local authority area(s) it covers and for making the final decision at the end of the induction period as to whether the NQT has passed, failed, or requires an extension to their induction • The AB is responsible for ensuring that the induction of all NQTs consists of a high quality programme of effective professional learning, monitoring and support. The AB must ensure that effective and robust quality-assurance systems are put in place on a national level so that all NQTs receive the highest quality induction support • Familiarise themselves with the new Professional Standards for Teaching and Leadership and how they should be used during induction

  23. Consortium/Local Authority/Appropriate Body: • Work with WG and EWC to ensure the Induction Profile is fit for purpose • Ensure appropriate mentoring support is available • Ensure appropriate quality assurance capacity is in place to ensure induction arrangements meet the needs of NQTs and the statutory requirements • Use assessment evidence to make final decision on induction outcome • Inform EWC of the outcome for each NQT • Encourage/facilitate identification of exemplar materials to support effective use of the new Professional Standards for Teaching and Leadership • Work with regional ITE providers to raise students’ awareness of new Professional Standards for Teaching and Leadership • Liaise with colleagues to ensure continued consistency of induction across Wales.

  24. The Employment or Supply Agency: • Ensure NQTs hold QTS and are registered with EWC under the correct category before commencing employment and on at least an annual basis following correspondence from the EWC, that they check the registration status of all teachers who are registered with the agency • Ensure that relevant checks – including current DBS checks – have been undertaken and that references are appropriate • Ensure that the individual being supplied to the school has the necessary skills, knowledge and experience to carry out the role effectively • Familiarise themselves with the new Professional Standards for Teaching and Leadership and how they should be used during induction

The EWC: • Host and provide access to the online statutory induction profile via the PLP to enable NQTs to reflect against the standards and record their professional experiences • Work with WG, consortia and Pebblepad to ensure readiness of on-line system for 1 September 2017 and ensure access for all parties, including any required support materials • Ensure that those undertaking the induction programme hold QTS and are registered with the EWC in the category of school teacher • Collect, collate and maintain a central source of data of teachers undertaking the induction programme, to include the teacher’s employment as they progress through induction, a record of the induction sessions completed and a record of the Induction Mentor and External Verifier

  26. The EWC: • Share this information with the parties who are pivotal in the provision of the induction programme via the EWC’s web-based facility. These parties include the NQT, the NQT’s Induction Mentor(s) and the Induction Coordinator at the regional consortium/LA as the appropriate body in induction • Allocate an EV where such an arrangement has been agreed at the request of a regional consortium • Administer induction funding to schools • Issue induction certificates based upon induction results provided by the appropriate body • Hear induction appeals

Welsh Government: • Work with consortia, EWC and Pebblepad to agree specification for PLP induction profile • Provide online guidance and information on the new Professional Standards for Teaching and Leadership including exemplars • Review statutory guidance to reflect the new Professional Standards for Teaching and Leadership system for 1 September 2017 • Review induction specification for 1 September 2017

  28. Welsh Government: • Work with ITE providers to plan for introduction of new Professional Standards for Teaching and Leadership to ITE programmes • Determine national policy on induction • Set and review relevant regulations • Specify national priorities for professional learning • Develop statutory guidance in consultation with partners • Work with regional consortia and the EWC to monitor and review national arrangements

  29. ITE Providers: • Familiarise themselves with the new Professional Standards for Teaching and Leadership • Raise students’ awareness of new Professional Standards for Teaching and Leadership
