1. Introduction • The Transitional Shelter Guidelines project will have two outputs: • the Transitional Shelter Guidelines • the transitional shelter evaluation tool – a major appendage to the Guidelines Kenya, 2007/08, photo by Mark Lawler
2. T. Shelter Guidelines • The Transitional Shelter Guidelines will: • define transitional shelter • assist the user in determining whether transitional shelter is an appropriate response in a given context • provide practical advice on the implementation of transitional shelter programmes • be practical, for use in the field
3. T. Shelter evaluation tool • The transitional shelter evaluation tool will: • offer a tool for transforming evaluations into case studies • offer a general template for the evaluation of transitional shelter projects • allow for the easy comparison of transitional shelter projects
4. Project background • Project initiated in July 2008, with DFID funding • Part draft completed in May 2009, and distributed at SM9a*. Comments taken on board! • Project ‘between funders’ for a year • Now funded by IOM • Due for completion in May 2011, • in time for SM11a • * Early draft available online in the Shelter Centre library www.sheltercentre.org/tsg/tsg

Progress since SM9a • Guidelines currently undergoing major restructuringtaking on board ideas from: • break out group attendees from SM9a • IOM (project funders) • project implementers, interviewed during Pakistan mission • recent publications • Evaluation mission to Pakistan undertaken: • collection of case studies • interviews with project implementers • testing of evaluation tool
5. Progress since SM9a • Key suggestions gathered during the Pakistan evaluation mission for Transitional Shelter Guidelines: • a ‘tool’ to assist the selection of TS types based on climate, culture, available materials, available labour, etc • best practise guidance on general construction, use of materials and DRR techniques for the most common TS ‘types’ • the guidelines should be suitable for use by field staff with little or no technical experience
