Enabling Commercial Spaceflight and Specialized Aviation – Activities for FY 2007
Environmental Assessment of Commercial Spaceflight, Special Purpose Aviation, and other Uses, 2008-2018
Preliminary site options for assessing expanded support infrastructure
SLF Environmental Assessment • NASA is seeking industry information by December 1 to support understanding of flight systems and operating concepts • KSC will tier off FAA Programmatic EIS for horizontal • launch and re-entry systems • Alternatives will assume common portfolio of flight uses, • differ by support infrastructure and flight rates • Assessment to be completed by mid 2007
Other Enabling Activities • Interagency agreement for commercial user support with Titusville-Cocoa Airport Authority • Restructure of how NASA will obtain airfield services support in 2008 and beyond • Working with new Space Florida organization and others to evaluate how to fund improvements • Developing approaches to user pricing and support • arrangements
EXPLORATION PARKat Kennedy Space Center
EXPLORATION PARKat Kennedy Space Center • A 320-acre technology and commerce park to: • Enable and grow private • sector participation in space • exploration • Support commercial space • transportation • Promote commercial • development of technology • for use in space and on • earth
What Exploration Park Offers Commercial Space Industry • Commercially-developed and operated sites/facilities • close to NASA, Air Force, and industry launch complexes • Convenient links to sea, air, land, and space • Sites to own or lease manufacturing, assembly, • processing, or administrative/support service facilities • Opportunities for access to spaceport facilities, technical • capabilities, skilled workforce, & applied technologies • 24/7 access to a site abutting spaceport’s controlled • access area with anticipated inclusion in FTZ 136
KSC and Surrounding Environment KSC Shuttle Runway Atlantic Ocean City of Titusville KSC Industrial Area Indian River Lagoon Space Coast Regional Airport Exploration Park Cape Canaveral Air Force Station North Merritt Island Port Canaveral City of Cape Canaveral
Status of Exploration Park Project • RFP for private sector Master Developer was issued • Sept. 1, initial responses have been received • NASA solicitation for expressions of tenant interest • issued Sept. 27, responses requested by Nov. 9 • NASA anticipates selecting Master Developer by end of • Feb. 2007 and availability of sites and space as • early as mid 2009
A More Capable, Mixed Use Spaceport • Additional KSC Spaceport Development initiatives seek • to expand the KSC user base to achieve a more • capable and efficient spaceport supporting mixed use by • government and industry • - More efficient support services • - Identification of available underutilized assets and • development of market-based pricing structure • - Evaluation of opportunities for on-site production of • commodities • - Evaluation of opportunities for increased reliance on • commercially available services
