EAME Chapter • Events in 2006: • The year has been active for our industry, but low on issues and therefore relatively low activity level in IAGC in the region • A proposal for generating an externally published contract rate index was proposed. A scheme was set up to develop this, but the plan was shelved fairly late in the day when a key player declined to participate. It was concluded that an index without the participation of a large player would not be representative for the industry • The Norwegian authorities are planning a Nox emissions tax for all shipping operating in Norwegian waters. The proposed levy is significant, amounting to around $5000 a day for a large seismic vessel. There appears to be no scope for debate or appeal against the charge.
EAME Chapter • Events in 2006 (continued): • The Norwegian oil ministry has proposed a new system of charging for permits to acquire seismic surveys. To date, the system has been an annual flat fee of approx. $10K, but they are now proposing to add an additional fee of approx. $5K for each and every survey. This would also apply for non-exclusive surveys. IAGC has raised objections to the scheme on grounds of both cost and practicability. • The Norwegian Petroleum Directorate is still reviewing terms for release of data. both MC and proprietary. This has been work in progress for some time. They have not been forthcoming regarding their position despite prompting from IAGC.
EAME Chapter • Events in 2006 (continued): • Security issues remain a matter of concern, particularly in parts of West Africa. Several operators seem unwilling to share the risk of disruption to operations, or costs of reducing exposure to security risk and mitigating actions. We suffer from not having a structured and common framework for evaluating security risk. The new security SOP is welcomed.
EAME Chapter - Outlook for 2007 • Objectives • Promotion and education on Statements of Principle both internally and externally • Champion marine mammals/environmental impact awareness and education within EAME regions • Resolve issue around data ownership and release in Norway. Continue to lobby authorities • In general retain a robust stance towards any initiatives to limit ownership and trading rights to contractor library data • Develop platform for common approach to security risk evaluation and compensation with customers in the region
