Purpose and Goals of the ECO Course • Reinforce environmental stewardshipamong the soldiers of the KSARNG. • Basic familiarization with environmental laws and how to comply with them. • Provide procedures for hazardous material and hazardous waste storage and management. • Explain KSARNG environmental procedures.
What is “Sustainability”? “A sustainable Army simultaneously meets current as well as future mission requirements worldwide, safeguards human health, improves quality of life, and enhances the natural environment.” (Army Strategy for the Environment, 2004)
KSARNG Environmental Management Policy “The KSARNG operates to preserve and protect the environment through pollution prevention, continual improvement of our operations, and compliance with environmental regulations and other applicable requirements.” -BG Jonathan Small, Assistant Adjutant General-Army 11 September 2004
KSARNG Environmental Program Vision Through environmental management, we will sustain readiness, improve our soldiers quality of life, strengthen community relationships, and provide sound stewardship of resources.
KSARNG Environmental Quality Goals • Leadership -- Demonstrate leadership in environmental protection and improvement. • Readiness -- Minimize adverse environmental impacts while maximizing readiness and strategic preparedness. • Integration -- Ensure that environmental stewardship is an integral part of the KSARNG planning and decision-making process.
KSARNG Environmental Quality Goals (continued) • Compliance -- Maintain full compliance with all applicable Federal, State, and local environmental quality laws. • Pollution Prevention -- Support Army programs for recycling and reuse of materials to conserve natural resources, prevent pollution, and minimize the generation of waste. • Partnership -- Pursue an active role in addressing environmental quality issues in our relationships with the communities in which we serve.

Strike the Balance • Between protecting the environment and ensuring unit readiness • How do we do it? • How do we protect and preserve our environment and train our soldiers? • This course will give you the basic tools for you and your unit to preserve the environment in Kansas
Environmental Compliance Officer • ECOs are required at all units, facilities, and activities • The KSARNG ECO provides compliance oversight and assistance for the KSARNG as a whole • ECOs serve as the environmental commander or facility manager during routine unit or facility operations
ECO Responsibilities • Ensuring that your unit meets all environmental requirements • Conducting unit self-assessments • Maintaining the results of environmental compliance assessments and make recommendations to the Commander regarding how to resolve findings of non-compliance
ECO Responsibilities • Ensuring hazardous materials are properly stored and that hazardous wastes are properly managed • Ensure an annual hazardous material inventory is completed and forwarded to local emergency service providers and DOFE-E as required
