Introduction • The requirement for a Doncaster Integrated Digital Care Record (IDCR) was clearly identified in the Local Digital Roadmap and the Intermediate Care Case for Change • It was agreed that a Proof of Concept for the IDCR would be developed focussed on the Rapid Response Pathway • We agreed with our partner organisation that the CCG would take the lead on the procurement of the Proof of Concept solution • A budget was secured from the BCF fund and CCG non-recurrent monies • Support for the procurement of the system was engaged from Channel 3 Consulting
The Vision for the Integrated Digital Care Record • Timely sharing of accurate health and social care information • An IDCR solution that can interface with all systems in use in the Doncaster region • A shared assessment and plan which will move with the patient • A reduction in paper based activities which can ultimately be eliminated • Access to the IDCR from any location • The option, where appropriate, for patients & carers to have access
Engagement • Engagement sessions (group and 1-1) ran January and early February • Very positive engagement with clinicians, service managers and technical staff. All keen to support the process and setting ambitious goals for the IDCR “A solution that supports effective care delivery through timely & appropriate access to the holistic health and social care record.. supporting integration, alerting, communication and workflow on any device, at any place and time..”
Specification • Output Based Specification, Requirements Catalogue and Invitation To Tender developed and approved during February • It was agreed the Proof of Concept would aim to link up the following systems:
Procurement • Procurement exercise for the PoC ran during March using London Procurement Partnership Framework • Evaluation team of 20 people across all IDCR partners, with mix of clinical , managerial and technical staff • 6 suppliers made bids, including all well recognised IDCR suppliers • 3 eliminated on capability • 3 identified as acceptable suppliers • Of these 3 Orion Health scored best and had the lowest cost over 5 years
Procured Solution • Orion awarded Preferred Supplier status 10th May 2017 • 12 month fully hosted Proof of Concept solution • 6 interfaced systems (JAC removed) • Implementation design and configuration service • Software licences, support and maintenance for 350 users • Implementation training • Orion/EMIS integration for 20 practices
